BACKGROUND:

On June 19, 2019, guided by the priorities of the County's strategic plan on homelessness, and with opportunities to fund new or enhanced services with new state grant funding, HSA released a Request for Proposals (RFP) for homeless services, including rapid rehousing services (RRH) for transition-aged youth (ages 18-24).

RRH is a housing support program that is designed to help individuals and families to quickly exit homelessness and return to permanent housing by providing housing search support, housing subsidies, and case management. 

 

On August 6, 2021, the Human Services Agency (HSA) entered into a Director-level agreement with StarVista for a term of July 1, 2021 through June 30, 2022 for a total obligation amount of $182,250 to provide RRH services to transition-aged youth. These services help youth search for and move into permanent housing; provide financial assistance in the form of rent subsidies, security deposit or other move-in related costs; and work closely with youth to develop a housing plan that is centered on goals related to promoting self-sufficiency and housing permanency. Participants continue to receive case management services and rental subsidies that gradually reduce over time, to help them stabilize after being permanently housed.

 

DISCUSSION:

The proposed amendment would allow StarVista to continue providing RRH services to transition-aged youth for an additional year. HSA is requesting that the Board authorize an amendment to the agreement with StarVista to extend the term by one (1) year for a new term of July 1, 2021 through June 30, 2023, and to increase the funding by $212,250 for a new total obligation amount not to exceed $394,500. With this new obligation, approximately $30,000 in funds will be added to FY 2021-22 to provide additional support to youth being served by this program this fiscal year.

The amendment to the agreement and resolution have been reviewed and approved by County Attorney as to form.

The resolution contains the County’s standard provisions allowing amendments of the County’s fiscal obligations by a maximum of $25,000 (in the aggregate).

 

It is anticipated for FY 2022-23 that 65% of participants will move into permanent housing within 45 days of referral to the program, and 85% of participants will remain housed 12 months after move-in.

FISCAL IMPACT:

The term of the agreement is being extended by one year for a new term of July 1, 2021 to June 30, 2023. This amendment increases the funding by $212,250 for a new total obligation amount not to exceed $394,500 and is 100% funded by the Homeless Housing Assistance and Prevention (HHAP-1) grant. Appropriation for this amendment was included in the FY 2022-23 Recommended Budget. There is no Net County Cost associated with this amendment.
