BACKGROUND:

Court Appointed Special Advocates of San Mateo County (CASA) pairs caring community volunteers with children who have been placed in foster care. Each CASA volunteer is appointed by the Juvenile Court to represent the best interests of the child and advocate for the child’s needs. CASA facilitates collaboration among families, social workers, and community partners to support the well-being of children in foster care. This initiative will support the recruitment and training of more CASA volunteers to serve more children.

 

DISCUSSION:

CASA trains and supports community volunteers who serve as officers of the Juvenile Court and are appointed to investigate, report, and advocate on behalf of children and youth. Under this agreement, CASA will focus on conducting targeted recruitment of volunteers willing to provide advocacy services to dependent children placed outside of San Mateo County.

 

The resolution contains the County’s standard provisions allowing Amendment of the County’s fiscal obligations by a maximum of $25,000 (in aggregate).

 

This agreement and resolution have been reviewed and approved by the County Attorney as to form.

FISCAL IMPACT:

The term of the agreement is July 1, 2022 through June 30, 2025. The amount of the agreement is not to exceed $354,738. The total obligation of this agreement is anticipated to be funded 100% through Child Welfare Services Measure K funding, $118,246 has been included in the FY2022 - 23 Revised Recommended Budget, and $118,246 will be included in the FY2023 - 24 and FY2024 - 25 Recommended Budgets.
