BACKGROUND:

In 2018 the San Mateo County Human Services Agency (HSA) released a request for proposals (RFP) seeking qualified tutoring service providers to assist foster youth with achieving academic goals. An initial contract was approved for a maximum three-year term. 

 

A subsequent RFP was released in 2021 to continue the provision of vital tutoring services to San Mateo County dependent youth. Studentnest, Inc. was selected as the most qualified proposer and a contract was approved for a year term with the vendor from July 2021 through June 2022.

 

This Agreement provided tutoring services for San Mateo County foster youth in grades K - 12 and in Postsecondary schools. The tutoring services address the general educational needs of students and assist with test preparation for the California High School Exit Examination, General Education Development, America College Testing and Scholastic Assessment Test.  

 

DISCUSSION:

Students eligible for tutoring services under this Agreement include youth referred by San Mateo County Children and Family Services who are low-level performers, English language learners, and/or students with disabilities.

The contractor is required to apply research-based methods to individualized tutoring to address the various educational needs of the students.  All lessons will be developmentally and culturally appropriate, for all learners. All learning materials and curricula are to align with the California State Common Core standards.

HSA is requesting to amend this Agreement for an additional two years for an amendment end date of June 30, 2024. This will allow San Mateo County foster youth to continue receiving these services and for the contractor to continue meeting their various educational needs. 

The agreement and resolution have been reviewed and approved by the County Attorney’s Office as to form. 

 

The resolution contains the County’s standard provisions allowing amendment of the County’s fiscal obligations by a maximum of $25,000 (in the aggregate).

FISCAL IMPACT:

The term of this amended agreement is July 1, 2021 through June 30, 2024 for a revised total not to exceed amount of $480,000. This amendment increases the Agreement by $320,000 for the two-year period. Of that amount it is anticipated that 70% will be funded with State realignment revenue and 30% will be Net County Cost.  The funding and appropriations for these services are included in the Child Welfare Services FY 2022-23 Recommended Budget. Similar arrangements will be used for FY 2023-24 budget year.
