BACKGROUND:

On June 28, 2016, the Board of Supervisors approved an agreement with the Child Care Coordinating Council (4Cs) to administer state and federally funded Title IV-E foster care, on behalf of the Human Services Agency (HSA), for any child who has an open child welfare case plan with Children and Family Services (CFS). The administration of Title IV-E programs by 4Cs has streamlined childcare services in San Mateo County for families who are eligible to enroll and receive payment for childcare.

 

The Federal Foster Care Program, authorized by Title IV-E, helps to provide safe and stable out-of-home care for children until they are safely returned home; placed permanently with adoptive families; or placed in other planned arrangements for permanency. The Title IV-E foster care program allows for monthly maintenance payments for the daily care and supervision of eligible children.

 

The 4Cs is the only agency in San Mateo County (other than HSA) recognized by the State Department of Education (DOE) as qualified to administer state-funded childcare programs such as Title IV-E. This recognition from the State allows 4Cs to provide a coordinated continuum of care payment program.

 

DISCUSSION:

HSA would like to enter into a three (3) year agreement with 4Cs to continue assessing children's developmental needs with their expertise. This contractual relationship has proven instrumental in providing families with timely placements into appropriate childcare facilities, following Title IV-E regulations and funding terms. 4Cs’ administration of the different programs has helped families find the appropriate funding source that best matches their childcare needs.

HSA requests that the Board of Supervisors waive the Request for Proposals process for this agreement, because 4Cs is the designated DOE provider and should therefore be considered a sole source. Under the previous/current agreement for the administration of Title IV-E by 4Cs, an estimated 1,945 families and 2,445 children were served as of December 2021. By re-awarding these programs to 4Cs, families in San Mateo County will benefit by continuing to receive childcare services quickly and efficiently.

 

The agreement and resolution have been reviewed and approved by the County Attorney’s Office as to form. 

 

The resolution contains the County’s standard provisions allowing amendment of the County’s fiscal obligations by a maximum of $25,000 (in the aggregate).

FISCAL IMPACT:

The Agreement term is July 1, 2022 through June 30, 2025, and the amount of the Agreement is not to exceed $750,000 for this three-year period.  The Agreement would be funded as follows:  50% Federal Title IV-E Foster Care (CFDA# 93.658) and 50% County General Fund (Child Care Realignment Trust Fund), claimed to CA-800 based on aid codes provided by CFS on monthly Title IV-E invoice backups from 4Cs.
