BACKGROUND:

The 60 Inch Culvert Replacement Project at Bear Gulch Road (Project) is located on Bear Gulch Road in the San Gregorio area of unincorporated San Mateo County. The existing 60 inch corrugated metal pipe has severely corroded from age and must be removed and replaced.

DISCUSSION:

The Department of Public Works (Department) developed the Project plans and specifications to replace the existing culvert pipe. The improvements will include, in general: excavating the roadway and embankments; installing a temporary clear water bypass system; installing temporary trench shoring; removing the existing pipe and replacing it with a steel reinforced polyethylene pipe by open trench method; lowering the outlet side of the pipe approximately six inches in order to achieve fish passage criterion; installing a concrete headwall to support the roadway and pipe inlet; installing rock dissipators at the pipe outlet; backfilling the pipe; and paving the road with asphalt concrete.

Department staff has determined that this Project qualifies for a Categorical Exemption pursuant to Section 15301(d) of the California Environmental Quality Act (CEQA)

The Department is working with Real Property Services and coordinating with the private property owner(s) to execute a right of entry agreement and will establish an easement after the Project is completed.

Guidelines for Implementation, which provides that repair or minor alteration of existing publicly-owned utilities involving negligible or no expansion of use, is exempt from review.

County Attorney has reviewed and approved the resolution as to form.

FISCAL IMPACT:

The estimated construction cost for the Project is $346,000 and will be funded by Senate Bill (SB1) funds.

There is no impact to the General Fund.
