Adopt a resolution in support of the California Plastic Waste Reduction Regulations Initiative, which will go before the voters on the November 8, 2022 election.

BACKGROUND:
In response to multiple failed legislative attempts to curb single-use plastic in California, the California Plastic Waste Reduction Regulations Initiative was filed with the California Attorney General’s Office in December 2019. The official ballot title reads “Requires State Regulations to Reduce Plastic Waste, Tax Producers of Single-use Plastics, and Fund Recycling and Environmental Programs.” Due to the COVID-19 pandemic, deadlines for signature collection were delayed. On July 19, 2021, Secretary of State Shirley Weber confirmed that the campaign for the initiative had collected enough valid signatures to qualify for the ballot.
DISCUSSION:
The California Plastic Waste Reduction Regulations Initiative would establish new requirements for the recycling and reduction of single-use plastic packaging and foodware. It intends to reduce the amount of plastic waste that is generated and that ends up in landfills or as litter. This measure would also create a new tax on all single-use plastic packaging and foodware sold in California.
