BACKGROUND:

San Mateo County continues to face an unprecedented and growing shelter crisis with homelessness experienced in the County disproportionally by members of racial and other minority groups.  In January 2022, the Board renewed its declaration that a shelter crisis exists in the County of San Mateo, authorizing the County Manager to take immediate and sustained action to address this crisis

The County is addressing the crisis through its Functional Zero vision for ending homelessness, the goal of which is to ensure that every County resident experiencing homelessness can be safely sheltered in an emergency shelter, or in temporary or permanent housing. 

To reduce the number of unsheltered, on October 5, 2021, the Board of Supervisors unanimously approved the San Mateo County Navigation Center Project.  The Center will be located at 275 Blomquist Street, Redwood City.   It will provide 240 safe temporary living units and intensive on-site support services to individuals and couples experiencing homelessness.  Construction of the Navigation Center has begun with completion targeted for the end of 2022.

 

DISCUSSION:

In December 2021, through the Homekey 2.0 Program, administered by the California Department of Housing and Community Development, the County was awarded a total of $55,322,260 (“Homekey Grant”) for the Navigation Center Project.

That same month, pursuant to resolution 078585, the County accepted a donation of $5,000,000 from John Sobrato (“Sobrato Donation”) for the Navigation Center Project.

The accompanying resolutions will accept the Homekey Grant and authorize the transfer of the grant funds, as well as the Sobrato Donation, to the Major Capital Construction Budget Unit.

The County Attorney has reviewed and approved the resolutions as to form.

FISCAL IMPACT:

The Navigation Center project will be funded from a combination of Federal, State, County, and philanthropic monies, including the Homekey Grant and the Sobrato Donation.
