BACKGROUND:

Peninsula Family Service (PFS) provides Senior Peer Counseling Program services and Help@Hand Peer-led Outreach and Engagement services, formerly known as Peer-led Outreach and Engagement for Behavioral Health Technology Interventions.

 

On September 29, 2020, this Board approved an agreement with PFS to provide senior peer counseling services for the term of July 1, 2020 through June 30, 2022 and Help@Hand services for the term of July 1, 2020 through June 30, 2021, in an amount not to exceed $986,784.

 

On January 25, 2021, the Chief of San Mateo County Health approved an amendment to the agreement with PFS to provide technology supports for clients and family members that do not have the resources to purchase the technology they need to participate in telehealth services and online groups, increasing the amount of the agreement by $2,958 to an amount not to exceed $989,742, with no change to the agreement term.

 

On September 14, 2021, this Board approved an amendment to the agreement with PFS to extend the Help@Hand services through June 30, 2022 and increase the amount of the agreement by $300,000 to an amount not to exceed $1,289,742.

 

DISCUSSION:

It is now necessary to amend this agreement a third time, extending senior peer counseling services and Help@Hand peer-led outreach and engagement services each by one year through June 30, 2023, and making a COLA adjustment to the agreement which increases the agreement amount by $687,158 to an amount not to exceed $1,976,900. This amendment will account for the following changes: 1) adding digital inclusion for older adults (Get App-y Workshops) services in an amount not to exceed $40,102; 2) increasing the amount for Help@Hand services by $272,400; and 3) increasing the amount for senior peer counseling services by $374,616, for a grand total not to exceed amount of $687,158.

 

PFS continues to provide: 1) bilingual/multi-cultural senior peer counseling services, targeting the County’s older adult population; 2) outreach and engagement services to the lesbian, gay, bisexual, transgender population, and previously underserved geographical areas; and 3) Help@Hand peer-led outreach and engagement services to support transition aged youth in the use of Help@Hand web-based solutions.

 

Behavioral Health and Recovery Services (BHRS) recommends a one-year waiver of the Request for Proposals (RFP) process for PFS to continue providing non-clinical services through the program. BHRS is requesting that this Board waive the RFP process for one more year because of the effects COVID-19 has had on their ability to run a fair and open bid process, not only in the County but in the other participating counties as well.

 

The resolution contains the County’s standard provisions allowing amendments of the County’s fiscal obligation by a maximum of $25,000 (in aggregate).

 

The amendment and resolution have been reviewed and approved by County Attorney as to form.

 

It is anticipated that 30% of clients receiving senior peer counseling services will be new unduplicated clients.

FISCAL IMPACT:

The term of the amended agreement is July 1, 2020 through June 30, 2023. The amount of the amended agreement is not to exceed $1,976,900 for the three-year term. The amendment increases the maximum amount of the agreement by $687,158, where $646,702 is included in the BHRS FY 2022-23 Recommended Budget and $40,456 is included in the BHRS FY 2019-21 Adopted Budget. Of this amount, it is anticipated that the Mental Health Services Act will fund $687,158 or 100% of the increase. There is no Net County Cost.
