BACKGROUND:

On January 24, 2017, this Board approved an agreement with MedAssets Performance Management Solutions, Inc. (MedAssets) to provide professional registry staffing for San Mateo Medical Center (SMMC) and its clinics. MedAssets was chosen through the Request for Proposals (RFP) process to fill critical staffing shortages in nursing, physical therapy, audiology, pharmacy staffing, and other departments at SMMC. The parties amended the agreement, reassigning it to Vizient Inc., and eventually to Vaya Workforce Solutions, LLC on December 27, 2021 to extend the term through January 31, 2022.

 

SMMC published an RFP in August 2021 and has entered into a new agreement with Vaya Workforce Solutions, LLC with a term of February 1, 2022 through January 31, 2027.

 

DISCUSSION:

SMMC underestimated the volume of professional registry services needed to respond to a surge in the number of COVID-19 Omicron cases toward the end of the term of the agreement that ended on January 31, 2022. Therefore, SMMC is requesting this Board to approve an increase of $3,000,000 to pay for the outstanding invoices for services provided through January 31, 2022.

 

County Attorney has reviewed and approved the resolution and amendment as to form.

 

The resolution contains the County’s standard provisions allowing amendment of the County fiscal obligations by a maximum of $25,000 (in aggregate).

 

It is anticipated that 100% of requests for temporary professional registry staff will be filled within 24 hours of request.

FISCAL IMPACT:

The term of the amended agreement was February 1, 2017 through January 31, 2022. The amount of the amended agreement is not to exceed $35,200,000 for the four-year term. The amendment increases the amount payable under the agreement by $3,000,000. Funds in the amount of $3,000,000 are included in the SMMC FY 2021-22 Adopted Budget.

 

Expenses at SMMC are covered by fees for services or third-party payors whenever possible. The portion of expenses for services provided to the medically indigent or to those covered by programs that do not meet the full costs of care is covered by the County’s General Fund contribution to SMMC and is within the existing annual appropriation.
