BACKGROUND:

Measure K is the half-cent general sales tax initially approved by San Mateo County voters in November 2012 and extended in November 2016 for a total of thirty years.

 

On March 9, 2021, and March 23, 2021, the Board of Supervisors (Board) held study sessions on Measure K expenditures and anticipated revenue for fiscal years (FY) 2021-23. The Board-appointed Measure K sub-committee, consisting of Supervisor Pine and Supervisor Canepa, convened the study sessions to, among other things, work with staff to facilitate the Board’s development of Measure K priorities and continuing initiatives for FYs 2021-23. The Board approved $5 million in one-time loans or grants for the FY 2021-23 budget cycle, divided equally among the five supervisorial districts, for district-discretionary needs and projects. District 4 has submitted a request to use their district-discretionary Measure K funds as shown below and described in the Project Summary section of this memorandum:

This item is consistent with the criteria for district-discretionary Measure K funds approved by the Board in December 2018.

 

PROJECT SUMMARY:

Beyond Barriers Athletic Foundation’s (BBAF) mission is to help make as many children as possible water safe, thus saving lives, and to encourage and promote healthy lifestyles. BBAF’s aquatic subsidies serve neighborhood children who would not otherwise be able to participate in water safety programs and would not otherwise be able to afford swim lessons. Their subsidized aquatic programs also enable these same kids to move into structured after-school programs such as water polo and swim teams, along with summer swim camps. Swim lessons provided reduce the likelihood of childhood drowning significantly. 

 

District-discretionary Measure K funding for this organization has previously been provided as listed below: 

                     On March 27, 2018, the Board of Supervisors approved district-discretionary Measure K funding, in the amount of $25,000, to Beyond Barriers Athletic Foundation for swim scholarships for children residing in the North Fair Oaks, East Menlo Park, and East Palo Alto for swim lessons.

 

                     On March 26, 2019, the Board of Supervisors approved district-discretionary Measure K funding, in the amount of $25,000, to Beyond Barriers Athletic Foundation for swim scholarships for children residing in the North Fair Oaks, East Menlo Park, and East Palo Alto for swim lessons.

 

                     On August 4, 2020, the Board of Supervisors approved district-discretionary Measure K funding, in the amount of $4,000, to Beyond Barriers Athletic Foundation for to support swim scholarships for children residing in San Mateo, Foster City, and Belmont to receive swim lessons and participate in swim team at the Peninsula Family YMCA.

The COVID pandemic was particularly hard for local disadvantaged youth. With the closure of schools during 2020 and 2021, in-person athletic activities and after school programs were largely eliminated. Many community support providers, such as local YMCAs and municipal swimming pools, were closed or had severely restricted hours and limited access. As San Mateo County emerges from the pandemic and BBAF partners resume operations, BBAF is also looking to meet challenges of training youth lifeguards and supporting transportation options so children can resume swim lessons.

 

This is a request to authorize a grant to BBAF and resulting grant agreement in an amount not to exceed $35,000 to give children residing in District 4 swim lessons at Menlo Park's Burgess pool, Redwood City’s Sequoia YMCA pool, and East Palo Alto’s Lewis and Joan Platt EPA Family YMCA pool. The requested funds will also be used to subsidize lifeguard training certification classes for youth residing in the North Fair Oaks, East Menlo Park, and East Palo Alto neighborhoods. The grant will subsidize approximately 2,050 swim lessons through swim scholarships and 10 lifeguard training certification classes for local underserved youth with the goal of increasing participation in BBAF’s aquatic programs by 22% over 2021.

The County Executive’s Office will administer and manage the proposed grant agreement.

 

Total Measure K Request: Not to Exceed $35,000

The release of funds will be contingent on the execution of an agreement providing for the County’s confirmation of the expenditure of funds for the purposes stated herein. The County will disburse the funds to the following organization for the purposes described above:

FISCAL IMPACT:

There are sufficient Measure K funds for this specific FY 2021-22 Measure K request. These funds are budgeted in the Non-Departmental Services FY 2021-22 Adopted Budget.
