BACKGROUND:
Measure K is the half-cent general sales tax initially approved by San Mateo County voters in November 2012 and extended in November 2016 for a total of thirty years.
On March 9, 2021, and March 23, 2021, the Board of Supervisors (Board) held study sessions on Measure K expenditures and anticipated revenue for fiscal years (FY) 2021-23. The Board-appointed Measure K sub-committee, consisting of Supervisor Pine and Supervisor Canepa, convened the study sessions to, among other things, work with staff to facilitate the Board’s development of Measure K priorities and continuing initiatives for FYs 2021-23. The Board approved $5 million in one-time loans or grants for the FY 2021-23 budget cycle, divided equally among the five supervisorial districts, for district-discretionary needs and projects. District 1 has submitted a request to use their district-discretionary Measure K funds as shown below and described in the Project Summary section of this memorandum:

PROJECT SUMMARY:
This is a request to authorize a grant to City of San Bruno (“City”), and resulting grant agreement, in an amount not to exceed $200,000, to provide for the renovation of Posy Park plaza. The County Executive’s Office will administer and manage the proposed agreement.
District-discretionary Measure K funding for this organization has previously been provided as listed below:
- The City of San Bruno received $150,000 in district-discretionary Measure K funds in 2019 for the Tom Lara Grandstand Rehabilitation project.
Posy Park plaza is a public transportation gateway to and from the City of San Bruno and is located at the southwest corner of San Bruno Avenue and Huntington Avenue. The City desires to improve this public space to make it a more attractive environment for commuters, travelers, and visitors to San Bruno’s downtown.
The project will benefit the community by celebrating the space as a gateway to San Bruno and the culturally diverse dining and shopping establishments to be explored in the area. The project will transform a hardscaped plaza into an inviting park space to be explored and enjoyed while waiting to meet family, friends, or colleagues who travel through this transportation portal. It will also create a space where patrons of our downtown restaurants can enjoy an outdoor picnic dining experience.

The project also serves to incentivize the use of public transportation by elevating the user experience. San Bruno is a hub for public transportation. It is home to a San Bruno BART Station at Tanforan Shopping Center as well as the Caltrain San Bruno Station. San Bruno is also in close proximity to Interstate 280 and 380 and Highway 101, allowing convenient commutes to major commerce hubs in the San Francisco Bay Area. The investment in renovating this plaza, and creating a positive experience for commuters and travelers, is integral to supporting the choice of public transportation over convenience of using one’s own vehicle.
Renovation of Posy Park plaza will include repairing the fountain waterproofing and structural damage; repurposing the fountain into an eco-friendly, water conservation planter; incorporating a mural onto the fountain structure; and providing additional seating and bike storage.
The City anticipated design services for Posy Park plaza to begin in June of 2022. Subsequently, the City intends to initiate construction in early 2023 with the goal of completing construction by Fall of 2023.
The total estimated cost of the project is $575,000. San Bruno City Council approved an allocation of $375,000 from the Park in Lieu Fund for this project.

The release of funds will be contingent on the execution of an agreement providing for the County’s confirmation of the expenditure of funds for the purposes stated herein. The County will disburse the funds to the following organization for the purposes described above:

FISCAL IMPACT:
There are sufficient Measure K funds for this specific FY 2021-22 Measure K request. These funds are budgeted in the Non-Departmental Services FY 2021-22 Adopted Budget.
