A)                     Consolidating the Statewide Direct Primary Election, to be held on Tuesday, June 7, 2022, with elections called by the Belmont-Redwood Shores School District, Brisbane School District, Hillsborough City School District, Jefferson Elementary School District, Millbrae Elementary School District, and the Ravenswood City School District; and

 

B)                     Authorizing the County’s Chief Elections Officer to render specified election services in conjunction therewith.

BACKGROUND:

Pursuant to Section 10002 of the Elections Code, the governing body of any city or district may request the Board of Supervisors to permit the County’s Chief Elections Officer to render specified services to the city or district relating to the conduct of an election. Subject to the approval of the Board of Supervisors, these services shall be performed by the County’s Chief Elections Officer. When elections are to be held on the same day and in or within the same territory upon the order of the governing body or bodies calling the election, the Board of Supervisors may consolidate those elections to be conducted and the returns canvassed by the County’s Chief Elections Officer in all respects as if they were one election pursuant to Sections 10400 through 10418 of the Elections Code.

The respective governing bodies of the Belmont-Redwood Shores School District, Brisbane School District, Hillsborough City School District, Jefferson Elementary School District, Millbrae Elementary School District, and the Ravenswood City School District have requested that their elections be consolidated with the Statewide Direct Primary Election to be held on Tuesday, June 7, 2022.

 

DISCUSSION:

The consolidation requests of the above-mentioned governing bodies are proper, the County’s Chief Elections Officer is agreeable to providing the specified election services as requested, and all related costs will be reimbursed by the requesting districts to the extent authorized by law.

 

County Attorney has reviewed and approved the Resolution as to form.

The numbers used in the performance measures in FY 2018 are from the similar Statewide Direct Primary Election held on June 5, 2018.  For the June 7, 2022 Election, there are a few high-profile incumbents who are either retiring, not running or being termed-out.  As a result, turnout for the June 2022 Election is anticipated to be higher than the June 2018 Election due to increased public interest.    

 

FISCAL IMPACT:

All costs for election services incurred by the County will be reimbursed by the above-mentioned districts to the extent authorized by law.
