BACKGROUND:

The Behavioral Health and Recovery Services (BHRS) Mental Health Services Act (MHSA) stakeholders prioritize behavioral health supports for children ages 0-5 as a core strategy of MHSA’s Prevention and Early Intervention component. In particular, the MHSA Steering Committee and the Mental Health Substance Abuse and Recovery Commission recommended the leveraging and support of First 5 Trauma-Informed Systems Initiative goals.

The First 5 Mental Health’s Building Steering Committee recommended prioritizing the development of an Early Childhood Trauma-Informed Systems Initiative (ECTISI), with a specific goal of supporting child-and family-serving organizations and systems become more trauma-informed in their operations. This recommendation was approved by First 5 on January 22, 2018.

 

DISCUSSION:

The Memorandum of Understanding (MOU) will support the collaboration of BHRS and First 5 on the development of trauma-informed agencies with the goal of embedding trauma-informed policies and practices at every level of child-and family-serving agencies. Through the ECTISI, three large child-and family-serving organizations and/or County departments will be assessed and supported to become more trauma-informed, which will include training and resources for professionals working with children and families. Additionally, up to six agencies that participated in the first cycle of ECTISI assessment and training will receive ongoing technical support.

 

BHRS will work collaboratively with First 5 on any key decision-making regarding the project. First 5 will provide representation at the Weaving Our Traditions Committee and the Children and Youth System of Care meetings to ensure ongoing communication, as well as manage the project and contract with subject-matter experts in the field to conduct the trauma-informed systems trainings and activities as needed.

 

The MOU and resolution have been reviewed and approved by County Counsel as to form.

 

The resolution contains the County’s standard provisions allowing further amendment of the County fiscal obligations by a maximum of $25,000 (in aggregate).

 

It is anticipated that 100% of the three large agencies will complete the assessment, training and coaching to become more trauma-informed.

FISCAL IMPACT:

The term of the MOU is April 1, 2022 through June 30, 2023. The amount of the agreement is not to exceed $250,000 for the 26-month term. Funds in the amount of $20,000 were included in the BHRS FY 2021-22 Adopted Budget, $230,000 are included in the BHRS FY 2022-23 Recommended Budget. The full amount of $250,000 will be funded by MHSA Prevention and Early Intervention. There is no Net County Cost associated with this MOU.
