A)                     Adopting the plans and specifications, including conformance with prevailing wage scale requirements, for the Higgins Canyon Road Bridge at Mills Creek Embankment and Wingwall Repairs Project; and

BACKGROUND:

The Higgins Canyon Road Bridge at Mills Creek Embankment and Wingwall Repairs Project (Project) is located on Higgins Canyon Road in the Half Moon Bay area of unincorporated San Mateo County. During the 2017-2018 winter storms, the bank at the southeasterly corner of the Higgins Canyon Road bridge over Mills Creek eroded and must be repaired.

 

DISCUSSION:

The Department retained Cal Engineering & Geology to develop the Project plans and specifications to repair the eroded embankment and exposed wingwall of the bridge. The improvements will include, in general, excavating soil, constructing a soldier pile concrete lagging retaining wall with ground anchors, installing a wingwall underpinning system, dewatering, removing an existing sacked concrete weir in the creek channel to improve fish passage, installing and compacting backfill, and drainage improvements. Additionally, the improvements include installing rock slope protection with soil and plantings, and erosion control features.

 

This Project complies with the California Environmental Quality Act (CEQA) and has coverage from the appropriate permitting agencies through the County’s Routine Maintenance Program.

 

County Counsel has reviewed and approved the resolution as to form.

 

FISCAL IMPACT:

The estimated construction cost for the Project is $624,000 and will be funded by Senate Bill (SB1) funds.

 

There is no impact to the General Fund.
