A)                     The President of the Board of Supervisors to execute an agreement with American Ramp Company for construction of the Quarry Park Pump Track Project in accordance with the Project’s approved Plans and Specifications, for the term of March 23, 2022 through March 22, 2024, and in an amount not-to-exceed $322,000; and

 

B)                     The Parks Director, or designee(s) to execute amendments to the agreement with American Ramp Company to modify the agreement terms and/or services, so long as any modified term(s) and/or services is/are within the current or revised fiscal provisions.

BACKGROUND:

Quarry County Park (“Quarry Park”) is a 577-acre County-owned and operated park that is located in the unincorporated community of El Granada. Quarry Park hosts a variety of visitor amenities including almost 4.5 miles of trails, a playground, picnic areas, and a community garden.

 

In late 2019, members of the Midcoast community constructed a pump track on the Mirada East section of Quarry Park without the Parks Department’s (“Department”) authorization. And although the Department shut down this pump track due to safety concerns, the Department agreed to design, permit, and construct an official pump track in the meadow at Quarry Park.

 

In early 2020, the Department formed a Project Advisory Committee, which was comprised of Department staff, community members, representatives from the Coastside Mountain Bikers and the Midcoast Community Council, and a director from the Granada Community Services District. The Department tasked this committee with developing three conceptual project alternatives that would be presented to the public for consideration. Following a public engagement process which included a virtual workshop and online surveys, the Department selected the Flying-X alternative as the Preferred Concept for this project.  A rendering of the Preferred Concept is attached as Exhibit A.

 

The Department and its consultants prepared the necessary project Plans, Specifications, and Estimates (“PS&Es”) in order to construct the Preferred Concept. Upon completion of the PS&Es, the Department evaluated the Preferred Concept in accordance with the California Environmental Quality Act (“CEQA”) and determined that the project is eligible for a CEQA Exemption. Exemptions applicable to the Project include Class 3, Class 4, and Class 11.

 

On December 7, 2021, this Board adopted the Preferred Concept’s PS&Es as prepared by the Department’s landscape architecture consultant, Gates and Associates, and authorized the Parks Director to call for sealed bids to construct the Project.

 

DISCUSSION:

In accordance with Resolution 078598, on January 4, 2022, the Parks Director issued a Request for Proposals for the construction of the Quarry Park Pump Track Project (the “Project”).  Sealed bids were to be received at the Department’s Office by February 16, 2022. All bids received were publicly opened and declared via an online format. The bid procurement process complied with all applicable rules, regulations, and laws.

 

The Department received two bids: one from American Ramp Company for $272,000, and one from Santa Cruz Mountain Trail Stewardship for $470,724. A summary of the bids received is attached hereto as Exhibit B. The Engineer’s Estimate for construction of the Project was $275,559.

 

The Department recommends that this Board authorize an agreement with American Ramp Company to construct the Project in accordance with the Project’s approved Plans and Specifications, for the term of March 23, 2022 through March 22, 2024, and in an amount not-to-exceed $322,000. The contract’s not-to-exceed amount includes a $50,000 allowance for unforeseen conditions and owner requested changes.

 

Construction is estimated to take 60 calendar days to complete following the issuance of a Notice to Proceed. Construction is anticipated to commence on May 2, 2022, and be completed on or around June 30, 2022.

 

On February 4, 2021, the County’s Parks and Recreation Commission unanimously recommended that this Board adopt the Preferred Concept’s PS&Es. On July 14, 2021, the County’s Planning Commission issued a Coastal Development Permit for the Preferred Concept which is on file with the County’s Recorders Office.

 

County Counsel has reviewed and approved the agreement and resolution as to form.

FISCAL IMPACT:

The total estimated construction cost for the project is $322,000 which includes a $50,000 allowance for unforeseen conditions and owner requested changes. The Granada Community Services District is providing $100,000 for construction costs, and the San Mateo County Parks Foundation is also contributing $11,500. The remaining balance of construction costs will come from the San Mateo County Mid-Coast Parks Development Fund, which may only be used to acquire or develop parks located in and primarily used by Mid-Coast residents. There is no Net County Cost associated with approving the resolution.
