BACKGROUND:

On November 13, 2018, this Board adopted Resolution No. 076281, which authorized the Agreement with CSW/Stuber-Stroeh Engineering Group, Inc. (CSW) to provide design and construction support services for the Mirada Road Pedestrian Bridge Replacement and Bank Stabilization Project (Project) in the amount of $336,241.

 

As authorized by Resolution No. 076281, the Director of Public Works executed Amendment No. 1 to amend the name of the consultant from Parisi CSW Design Group to CSW/Stuber-Stroeh Engineering Group, Inc. and to extend the term through November 12, 2023.

 

DISCUSSION:

Amendment No. 2 increases the not-to-exceed amount to $450,241. CSW performed the work necessary to design, meet permit requirements, and complete the plans and specifications for bidding of the Project. Project construction is anticipated to begin in summer 2022. CSW will continue to provide professional services and support during bidding and construction.

 

During the Project’s design phase, additional efforts were necessary to meet the conditions and requirements of the Coastal Development Permit issued by the California Coastal Commission (CCC). Revisions included significant bluff stabilization redesign, addition of a concrete staircase for beach access, addition of public amenities, and preparation for and attendance at CCC meetings. These revisions led to additional efforts from CSW to complete the plans and specifications. These additional efforts and costs are included in Amendment No. 2.

 

On December 15, 2021, the existing abandoned concrete arch bridge under the closed pedestrian bridge to be replaced collapsed, which blocked the flow of water in the Arroyo de en Medio channel. Emergency efforts by the County to clear the channel debris and protect the bluffs were completed in December. Additional efforts by CSW were necessary to revise the completed plans and specifications after the emergency work. These additional efforts and costs are included in Amendment No. 2.

 

The Department has coordinated with CSW regarding the requested increase and is recommending that Amendment No. 2 be executed to allow for continued design, bidding, and construction support. Amendment No. 2 increases the not-to-exceed amount of the Agreement by $114,000.

 

County Counsel has reviewed and approved the resolution and amendment as to form.

 

FISCAL IMPACT:

This amendment will increase the current agreement amount by $114,000, for a new not-to-exceed amount of $450,241. Sufficient funds have been allocated in the County’s Capital Improvement Projects Budget for this Amendment.

 

There is no impact to the General Fund.
