BACKGROUND:

San Mateo County is responsible for providing necessary medical care to its medically indigent population. For more than 20 years, Dr. Hassid has provided infection control services for San Mateo Medical Center (SMMC). Dr. Hassid has been a key leader in our response and defense during the COVID-19 pandemic.

 

DISCUSSION:
Under this agreement, Dr. Hassid has agreed to provide a minimum of 30 hours per week of infection control services, be the on-call specialist for 337 days out of the year, as well as serve as the Chairperson for Infection Control Committee and oversee the Infection Prevention and Control Program at SMMC.

County Administrative Memorandum B-1 provides that contracts for physicians are exempt from the Request for Proposals process.

 

The agreement and resolution have been reviewed and approved by County Counsel as to form.

 

The resolution contains the County’s standard provisions allowing amendment of the County fiscal obligations by a maximum of $25,000 (in aggregate).

It is anticipated that 90% of infection control consults requiring a physician consultant will be performed by Dr. Hassid.

FISCAL IMPACT:

The term of the agreement is April 1, 2022 through March 31, 2023. The amount of the agreement is not to exceed $280,000 for the one-year term. Funds in the amount of $280,000 are included in the SMMC FY 2022-23 Recommended Budget.

 

The payment provisions and levels of services in this contract differ from that of the previous contract, due to an increase in call schedule and increase in compensation listed in the 2020 data (released in 2021) for Infectious Disease from Medical Group Management Association, which SMMC uses to benchmark its contracted provider compensation and productivity. The total value of the new contract represents a 11% increase compared to that of the previous agreement. 

 

Expenses at SMMC are covered by fees for services or third-party payors whenever possible. The portion of expenses for services provided to the medically indigent or to those covered by programs that do not meet the full costs of care is covered by the County’s General Fund contribution to SMMC and is within the existing annual appropriation.
