BACKGROUND:

Redwood City Together (RWC) is a healthy community collaborative involving Redwood City School District, the City of Redwood City, and San Mateo County Human Services Agency (HSA) along with other core partners. HSA has promoted and supported Redwood City Community Schools from their inception. Redwood City Community Schools now operates as a program of the Redwood City School District as well as an ongoing initiative of Redwood City Together.

 

RWC will provide coordination and administrative services to interagency school-based family resource centers at Garfield, Hoover, Kennedy, Adelante Selby, Roosevelt, MIT and Taft schools. These centers provide human services, educational support and community development activities to approximately 3,777 students and their families.

 

The goal of the community school model is to address the barriers of learning by more efficiently coordinating efforts and resources to bolster students’ learning, strengthen families, and promote healthy communities.                     

 

DISCUSSION:

The proposed agreement supports RWC through community school coordination in Redwood City School District’s school-based family resource centers. This work convenes community leaders to create a plan to expand and sustain community schools, assists with developing resources to support Community School programs and services, and promotes the integration of Redwood City Community Schools with other Redwood City Together initiatives to leverage benefits and enhance outcomes.

 

HSA will monitor progress towards established Redwood City Community School goals through an annual update of progress presented to the Redwood City Together Coordinating Council.

The Redwood City School District Community Schools and Partnerships Program experienced a change in administration during contract reevaluation period in June 2021, which required extensive engagement. Due to expanded programming needs and reporting requirements, the Agency and the District required a significant amount of time for collaboration, planning, and agreement. In addition, the draft agreement required review and pre-approval by the School Board that added to the anticipated timeline.

 

The resolution contains the County’s standard provisions allowing amendments of the County’s fiscal obligations by a maximum of $25,000 (in aggregate).

 

County Counsel has reviewed and approved the resolution and agreement as to form.

FISCAL IMPACT:

The term of the Agreement is July 1, 2021, through June 30, 2023. The amount of the agreement is not to exceed $227,352. The total obligation of this Agreement is anticipated to be funded 100% through Child Welfare Services funding. Funds for these services are included in the FY2021-22 Adopted Budget and FY2022-23 Approved Recommended Budget.
