BACKGROUND:

In January 2017, the Project Development Unit (PDU) was formed to oversee and manage ground up construction performed by the County of San Mateo. Multiple large projects are underway and the PDU requires substantial support from specialized consultants, including on-call construction managers, to appropriately deliver these critical and complex projects.

 

One such critical and time sensitive project is the San Mateo County Navigation Center, to be located at 275 Blomquist Street, Redwood City.  The center, which must be completed within one year to meet the current shelter crisis and grant funding requirements, will provide 240 units of short-term housing, while offering on site programs that include intensive safety-net, stability, and recovery focused case management services.  Additional critical projects include renovations of the hotels acquired by the County to house those experiencing homelessness.

 

Project design and early site preparation are underway with project completion targeted for the end of 2022. 

 

DISCUSSION:

To secure on-call construction managers who can provide services on County Projects, including the Navigation Center Project and other time-sensitive and important County projects, the County conducted a Request for Proposals (RFP).  On August 11, 2021, proposals were received from 8 construction management firms.  A Selection Committee reviewed the proposals from each firm and recommends agreements with APSICM-Sixth Dimension; Capital Program Management, Inc.; Cumming Management Group, Inc.; and Layton Construction Company, LLC in the amount of $400,000 based upon best value.

 

The resolution contains standard provisions allowing the amendment of County fiscal obligations by a maximum of $25,000 (in aggregate).

 

County Counsel has reviewed and approved the resolution and agreement as to form.

FISCAL IMPACT:

The cost of the agreements will be paid from funds allocated to the projects to which the on-call construction management consultants are assigned.
