BACKGROUND:

The Project Development Unit (PDU) and Information Services Department (ISD) are partnering to release a Request for Proposal (RFP) for acquiring and installing a Distributed Antenna System (DAS) at the County’s Regional Operations Center (ROC). The DAS solution is necessary to augment existing in-building coverage at the ROC to provide cellular coverage through at least 98% of the facility.

 

DISCUSSION:

The construction of the County of San Mateo Regional Operations Center was completed in October 2020. The facility was constructed to the highest seismic standards. It is a hub for public safety responders in the aftermath of a catastrophe or public emergency. County employees from Public Safety Communications, Department of Emergency Management, and Emergency Operations Center staff currently occupy the facility. Recent real estate development around the County Center Campus in Redwood City has negatively impacted cellular connectivity for County employees performing essential functions in the Emergency Operations Center, Public Safety Communications, and specifically for disaster service workers located on-site at the County Center Campus. In addition, this development has also negatively impacted cellular connectivity at the other facilities within the County Center Campus. Enhancing the current cellular connectivity solution at the Regional Operations Center will facilitate the future resolution of coverage deficiencies at County Center. This ATR is necessary to transfer Measure K funding from the PDU to ISD in order to establish an agreement for professional services, hardware, licensing, and support necessary to improve cellular connectivity at the ROC.

County Counsel has reviewed and approved the Resolution and ATR as to both form and content.

 

 

FISCAL IMPACT:

The attached ATR appropriates $235,612 Measure K revenues and expenditures from the Regional Operations Center project appropriations included in the FY 2021-22 Project Development Unit (County Manager’s Office) Adopted Budget to the FY 2021-22 Information Services Department Adopted Budget.
