B)                     Approving an Appropriation Transfer Request (ATR) in the amount of $50,000 from XL Construction Corporation to the Non-Departmental Services Budget Unit for non-construction purposes of the Navigation Center Project.

BACKGROUND:

San Mateo County continues to face a shelter crisis.  The Board and County Manager have established a functional zero vision for ending this crisis and taken immediate and sustained steps to ensure that County residents experiencing homelessness can be safely sheltered in an emergency shelter, or in temporary or permanent housing.

 

As part of this effort, the County acquired from the City of Redwood City 2.5 acres of real property located at 275 Blomquist Street for installation of a 240-unit, low barrier navigation center.  The navigation center model provides short-term housing, while also offering a range of on-site intensive safety-net and other housing, stability, and recovery focused case management services.

 

On January 25, 2022, the Board authorized a target budget of $57,000,000 for the San Mateo county Navigation Center Project, which it is anticipated will be funded through a combination of federal, state, county, and philanthropic funds. 

 

DISCUSSION:

XL Construction Corporation (XL), the project’s general contractor, has generously donated $50,000 in support of the Navigation Center. Such funds will be used for non-construction purposes. The County’s receipt of the donated funds must comply with Administrative Memo B-3 which provides that all gifts valued over $2,500 be acknowledged in writing by the department head and referred to the Board of Supervisors for acceptance. 

 

County Counsel has reviewed and approved the resolution as to form.

 

FISCAL IMPACT:

Approval of the Appropriation Transfer Request will recognize unanticipated revenue in the amount of $50,000 from XL Construction Corporation to the Non-Departmental Services Budget Unit for non-construction purposes of the Navigation Center Project. There is no Net County Cost associated with that action.
