Adopt a resolution:

 

A)                     Adopting plans and specifications, including conformance with prevailing wage scale requirements, for the Midcoast Multi-Modal Trail Improvements Project; and

 

B)                     Authorizing the President of the Board to execute an agreement with Minerva Construction, Inc., in the amount of $3,483,652 for the Midcoast Multi-Modal Trail Improvements Project; and

 

C)                     Authorizing the Director of Public Works to:

 

1.                     Execute subsequent change orders to grant time extensions for project completion and payment up to a maximum aggregate amount not to exceed $348,365.20, or approximately ten percent of the agreement amount; and

 

2.                     Approve payment up to the not to exceed amount of $3,832,017.20 for items requiring adjustment based on unit bid prices without execution of a change order.

BACKGROUND:

On March 23, 2021, this Board adopted Resolution No. 078090, which authorized the Director of Public Works to proceed with finalizing the plans and specifications for the Midcoast Multi-Modal Trail Improvements Project (Project) and authorized the Director of Public Works to proceed with advertising for bids on the Project and reporting back to this Board with recommendations on awarding a contract.

 

On May 4, 2021, this Board adopted Resolution No. 078161, which authorized the County Manager or designee to execute a Maintenance Agreement between the County of San Mateo and the California Department of Transportation (Caltrans) for the Project (Maintenance Agreement) upon Caltrans’ legal certification of the Maintenance Agreement.

 

DISCUSSION:

The Department has finalized the plans and specifications and advertised the Project for bid. The County has executed the Maintenance Agreement and obtained an encroachment permit from Caltrans for the Project since the work is in the Caltrans Highway 1 right-of-way.

 

On Wednesday, February 23, 2022, at 2:30pm, bids were accepted for this Project and subsequently referred to the Department for checking and recommendation. The bid of:

at $3,483,652 was the lowest responsible bid received for the work. The Engineer’s Estimate was $3,332,000. A summary of the bids received is attached as Exhibit “A”.

 

County Counsel has reviewed and approved the resolution and agreement as to form.

 

FISCAL IMPACT:

The total estimated cost for construction is $3,832,017.20, which includes authorization for up to $348,365.20 in change orders as the work is bid on a unit price basis. The contingency is used to pay the contractor for any unforeseen conditions not anticipated in the construction agreement documents.

 

The Project has been budgeted and will be financed as follows:
