BACKGROUND:
Due to the lack of affordable housing and depletion of licensed Board and Care homes and Room and Board homes in San Mateo County, Behavioral and Recovery Services (BHRS) has not been able to identify any new housing resources within the County, particularly for its aging clients. Because of this, BHRS must consider placing clients to residential facilities out of the area.

Ever Well Health Systems, LLC (EWHS) is an appropriate model/level of care for many clients with serious mental illnesses to experience life in the community and become de-institutionalized. EWHS provides placements for clients with complex mental health, behavioral, and medical issues. Over the past few years, EWHS has expanded bed capacity and has placed clients with more complex needs.

On June 23, 2020, your Board approved an agreement with EWHS for residential mental health services, for the term of July 1, 2020 through June 30, 2023, in an amount not to exceed $2,804,245.

DISCUSSION:
Through the agreement, EWHS provides supervised housing, treatment and rehabilitation services for clients with mental health and or both mental health and substance use issues.
