Adopt a resolution in support of the "Bay Adapt: Regional Strategy for a Rising Bay,” also referred as the “Bay Adapt Joint Platform.”

BACKGROUND:
The Bay Adapt Joint Platform (<https://www.bayadapt.org/about/>) was initiated by the San Francisco Conservation and Development Commission (BCDC) and developed by staff and elected officials from the nine Bay Area counties. The platform lays out a set of guiding principles, priority actions, and vital tasks whose implementation will enable the region, and most notably local governments, to adapt faster, better, and more equitably to a rising San Francisco Bay. If fulfilled, it will reduce flood risks for communities, businesses, infrastructure, and habitat; increase technical assistance for local governments and funding for adaptation; protect natural areas and wildlife; equitably support low-income, frontline communities; integrate adaptation into community-focused local plans; and accelerate permitting and project construction of local adaptation projects.
Implementing the Joint Platform’s many and varied actions and tasks goes beyond the capacity of any single organization or jurisdiction. It will require strong and diverse leadership and participation in all aspects of its implementation. Its success will depend on a broad coalition of stakeholders to share responsibility for the tasks outlined in the Joint Platform.
DISCUSSION:
San Mateo County will be joining Marin and Santa Clara counties, who have already endorsed the platform, along with multiple cities. The other Bay Area counties and many Bay Area cities are in the process of endorsing the platform. We expect all counties to enact such a resolution.
