BACKGROUND:

Measure K is the half-cent general sales tax initially approved by San Mateo County voters in November 2012 and extended in November 2016 for a total of thirty years.

 

On March 9, 2021, and March 23, 2021, the Board of Supervisors (Board) held study sessions on Measure K expenditures and anticipated revenue for fiscal years (FY) 2021-23. The Board-appointed Measure K sub-committee, consisting of Supervisor Pine and Supervisor Canepa, convened the study sessions to, among other things, work with staff to facilitate the Board’s development of Measure K priorities and continuing initiatives for FYs 2021-23. The Board approved $5 million in one-time loans or grants for the FY 2021-23 budget cycle, divided equally among the five supervisorial districts, for district-discretionary needs and projects. District 4 has submitted a request to use their district-discretionary Measure K funds as shown below and described in the Project Summary section of this memorandum:

This item is consistent with the criteria for district-discretionary Measure K funds approved by the Board in December 2018.

 

PROJECT SUMMARY:

This is a request to authorize a grant, not to exceed $25,000, to the Social Good Fund for New Voices for Youth/¡Conéctemonos! (NV4Y) to continue their student-led digital divide parent education program in North Fair Oaks to implement and pilot a parent help desk. The County Manager’s Office will administer and manage the proposed agreement.

 

District-discretionary Measure K funding for this organization has previously been provided as listed below: 

 

                     On November 7, 2017, the Board of Supervisors approved district-discretionary Measure K funding, not to exceed $16,290, to the League of Women Voters (LWV) for the New Voices for Youth after-school program to pay for program staff and related equipment to train youth to be leaders through use of media and storytelling.

 

                     On February 12, 2019, the Board of Supervisors approved additional district-discretionary Measure K funding in the amount $20,000 to expand New Voices for Youth training of youth.

 

                     On November 10, 2020, the Board of Supervisors approved district-discretionary Measure K funding to Social Good Fund for New Voices for Youth in the amount of $7,500 for an after-school program that trains youth to be leaders through use of media and digital storytelling.

 

NV4Y empowers young people from under-represented communities to speak out on issues vital to them and their future, giving them the confidence and knowledge that their perspectives, and their voices, are important. NV4Y is an ongoing youth program in San Mateo County.

 

NV4Y students learned about the digital divide in North Fair Oaks, particularly during the pandemic and the move to distance learning. From this experience, and from their interviews with teachers, school personnel and parents, and creation of a video, NV4Y students assessed that parents needed more help with digital literacy. Many parents did not understand how to fill out basic forms necessary for their children’s schools or daily life. These parents were not proficient in technology to use Zoom to join a teacher/parent conference or talk to a social service provider.

 

The proposed Measure K grant will be used to survey North Fair Oaks parents, then provide a help desk at a trusted location in North Fair Oaks where parents can get help with digital needs and allow for expansion of this program to a second location, and the creation of several bilingual self-help videos for parents. The goal is to help these parents become digitally independent.

 

Total Measure K Request: Not to Exceed $25,000

 

The release of funds will be contingent on the execution of an agreement providing for the County’s confirmation of the expenditure of funds for the purposes stated herein. The County will disburse the funds to the following organization for the purposes described above:

FISCAL IMPACT:
