Adopt a resolution authorizing an agreement with Emerald Textiles to provide laundry-linen rental services for the term of February 1, 2022, through January 31, 2025, in an amount not to exceed $1,200,000.

BACKGROUND:
In April 2021, San Mateo Medical Center (SMMC) completed a Request for Proposals for laundry - linen rental services. Emerald Textiles was determined the best fit based on its range of services.
DISCUSSION:
SMMC has a continuing need for laundry - linen rental services since it has been determined to be more cost effective to rent linens and have it cleaned by the vendor than to take this service in house. SMMC is recommending this Board to approve an agreement with Emerald Textiles for their full range of laundry - linen rental services.
County Counsel has reviewed and approved the resolution and agreement as to form.
The resolution contains the County’s standard provisions allowing amendment of the County fiscal obligations by a maximum of $25,000 (in aggregate).
It is anticipated that clean linen will be delivered on time 100% of the time.

FISCAL IMPACT:
The term of the agreement is February 1, 2022 through January 31, 2025. The amount of the agreement is not to exceed $1,200,000 for the three-year term. Funds in the amount of $166,666 are included in the SMMC FY 2021-22 Adopted Budget. Funds in the amount of $400,000 are included in the SMMC FY 2022-23 Recommended Budget. Similar arrangements will be made for future years.
The payment provisions and levels of services in this contract differ from that of the previous contract, due to the removal of onsite linen distribution services. The total value of the new contract represents a 22% decrease compared to that of the previous contract.
Expenses at SMMC are covered by fees for services or third-party payors whenever possible. The portion of expenses for services provided to the medically indigent or to those covered by programs that do not meet the full costs of care is covered by the County’s General Fund contribution to SMMC and is within the existing annual appropriation.
