BACKGROUND:
The Urban Area Security Initiative (UASI) is a Federal Department of Homeland Security grant that provides resources for unique equipment, training, planning, and exercise needs of 31 selected national high threat urban areas. The Bay Area UASI is one of the 31 National Urban areas and one of six identified in California.

The City and County of San Francisco has been designated to serve as the Fiscal Agent for UASI funds granted by the Department of Homeland Security (DHS) through the California Office of Emergency Services (Cal OES).

As with the FY 2020 UASI goal, FY 2021 UASI grant funding is intended to build and enhance regional capabilities across a larger geographical area. Funding is based on evaluated risk and need. This is accomplished through the submission of regional investment justifications that address specific needs to meet the target capabilities outlined in the National Preparedness Strategy and National Priority Goals.

DISCUSSION:
