BACKGROUND:
Since the early 1970's, the San Mateo County Community College District (SMCCD) has been granted a license to operate a cross country course on land owned by the San Francisco Public Utilities Commission (SFPUC). At its January 2022 meeting, the SFPUC will be considering the terms of the renewal or termination of the license permitting SMCCD to operate and maintain the Crystal Springs Cross Country Course.

The Crystal Springs Cross Country Course is one of the premier competition venues in the nation. The SMCCD has, for decades, made the course available for middle school, high school, and college student athlete competitions and for public access from San Mateo County and beyond. The SMCCD, competition operators, and the City of Belmont have continually collaborated to address parking and traffic management at cross country meets.

DISCUSSION:
Since 2020, SFPUC Board Members and SMCCD Trustees have considered many comments from local residents, which have been predominantly in support of continued and unchanged operation and access.

The SMCCD has worked for over a year to engage with the stakeholders and, as a result, instituted restrictions on the number of meets, the number of large meets, and the number of Saturday meets. The cross-country athletic community has been accepting of the reduc...
