A)                     The President of the Board of Supervisors to execute an agreement with the San Mateo Resource Conservation District for construction management services necessary to complete the Memorial Park Water Line Replacement Project, which includes the Mainline Segment, the Wurr Road Segment, and the Sequoia Flat Mainline Segment, for an amount not to exceed $978,756, and for the term of January 12, 2022 to December 31, 2022; and

 

B)                     The Parks Director, or the Parks Director’s designee, to execute amendments to the agreement that modify the County’s maximum fiscal obligation by no more than $25,000 (in aggregate), and/or to modify the agreement terms and/or services, so long as any modified term(s) and/or services is/are within the current or revised fiscal provisions.

BACKGROUND:

In 1924, the County of San Mateo opened its first park - Memorial County Park (“Memorial Park”). Situated among the redwood trees in unincorporated Loma Mar, Memorial Park serves as the primary campground for the San Mateo County park system. The park has 141 campsites, including family, youth group, and large group sites, and also provides a visitor center, an amphitheater, day use picnic areas, and nearly seven miles of hiking trails. As Memorial Park approaches its 100-year anniversary in 2024, the San Mateo County Parks Department (“Department”) is upgrading the park’s antiquated infrastructure to enhance the visitor experience, protect natural resources, and create operational efficiencies.

 

The Memorial Park Water Line Replacement Project (“Project”) will upgrade critical segments of the park’s water distribution system that serve family and group campsites and day use picnic areas. These sections include the Mainline Segment, the Wurr Road Segment, and the Sequoia Flat Mainline Segment. In total, approximately 3,130 linear feet of antiquated water distribution lines will be replaced with High Density Polyethylene (HDPE) Pipe.  Completion of the Project will improve water security, reduce the chance of catastrophic leaks, and create operational efficiencies by reducing the amount of staff time and money spent repairing broken water lines. It will also allow the Department to better conserve water by minimizing water leaks, and protect stream flows in Pescadero Creek, especially during the drier summer months when the stream flow is at its lowest levels. These efforts will also preserve native steelhead trout and Coho salmon habitats.

 

In August 2015, the Department and San Mateo Resource Conservation District (“RCD”) entered into a Stewardship Memorandum of Understanding (“MOU”) for the coordination and completion of projects within the Pescadero Creek Watershed that protect and conserve resources. Consistent with the MOU, on July 1, 2020, the Department entered into an agreement with RCD for preconstruction design and permitting services to upgrade the park’s Mainline Segment. On October 30, 2020, the parties amended the agreement to expand the scope of work to include the development of engineered plans, specifications, and estimates to upgrade the Wurr Road Segment and Sequoia Flat Mainline Segment, as well as to procure a contractor to complete construction services.  Construction management services were not included in the agreement’s scope of work.

 

Pursuant to the terms of the Agreement as amended, on October 12, 2021 the RCD released a Request for Bids (attached as Exhibit A) and selected a contractor to construct the Project.

 

DISCUSSION:

The Department and RCD have identified the Mainline Segment, Wurr Road Segment, and Sequoia Flat Segment as the highest priorities for replacement due to their deteriorating conditions and potential to cause catastrophic leaks in the Memorial Park Water Distribution System.

 

Should this Board authorize the proposed agreement, RCD will be responsible for providing the following services: (1) project management activities, including contract administration, budgeting, and invoicing; (2) construction oversight and biological monitoring; (3) inspection for compliance with the approved plans; and (4) conducting pressure tests and disinfection protocols.

 

Construction of the Project is anticipated to take approximately five months to complete.  While it is not anticipated that construction will occur during camping season, proper protocols will be established to minimize the impacts of construction on park visitors in the event that the project suffers delays. The term of this Agreement is January 12, 2022 to December 31, 2022.

 

County Counsel has reviewed and approved the resolution and agreement as to form.

 

FISCAL IMPACT:

The total not to exceed amount of the agreement for the Mainline Pipeline Segment, Wurr Road Pipeline Segment, and the Sequoia Pipeline Segment of the Memorial Park Water Line Replacement Project is $978,756. Sufficient appropriations for the Project are included in the Parks Department’s FY 2021-22 Adopted Budget and will be included in future budgets. There is no Net County Cost associated with approving the recommendation.
