Approve the appointment of Aimee Armsby to the Countywide Oversight Board for the Successor Agencies to the thirteen dissolved redevelopment agencies in the County.

BACKGROUND:

Pursuant to AVx1 26 (2011) and the California Supreme Court’s Matosantos decision, all redevelopment agencies (RDAs) in the State were dissolved effective February 1, 2012. As of that date, each of the thirteen RDAs in San Mateo County were succeeded by “Successor Agencies” for the purpose of winding down the former RDAs’ affairs. In San Mateo County, thirteen Oversight Boards were formed to oversee the Successor Agencies winding down the affairs of each of the following former RDAs: Belmont, Daly City, East Palo Alto, Foster City, Menlo Park, Millbrae, Pacifica, Redwood City, San Bruno, San Carlos, San Mateo and South San Francisco.

 

State law further provides that, effective July 1, 2018, the above-referenced thirteen oversight boards were replaced with a single countywide oversight board to, among other things, review and approve each Successor Agency’s Recognized Obligation Payment Schedule and the disposition of the assets and properties of the former RDAs. State law provides that the Board of Supervisors may appoint two members to the Countywide Oversight Board, at least one of whom must be a member of the public.

 

DISCUSSION:

Pursuant to State law, the Countywide Oversight Board consists of seven members appointed by: the County Board of Supervisors (2 members); the City Selection Committee (1 member); the County Superintendent of Schools (1 member); the Chancellor of California Community Colleges (1 member); the Independent Special District Selection Committee (1 member); and the recognized employee organization representing the largest number of Successor Agency employees in the county (1 member). Each Oversight Board member serves at the pleasure of his or her appointing entity.

 

This Board had previously appointed Tom Casey as one of the County’s members of the Countywide Oversight Board. Mr. Casey has notified the County that he resigns from the Countywide Oversight Board effective at the end of 2021. I am recommending that the Board appoint retired Lead Deputy County Counsel Aimee Armsby to replace Mr. Casey, effective immediately. 

 

Aimee Armsby joined the County Counsel’s Office in 2004, following over a decade as an attorney in private practice. Over the course of her distinguished career with the County Counsel’s Office, Aimee represented a number of different County departments handling a wide variety of legal work.  In 2017, she was promoted to Lead Deputy where she continued her exemplary legal work for the County.  Aimee retired from the County Counsel’s Office in 2020. 

 

FISCAL IMPACT:

None. The appointment of members to the Countywide Oversight Board has no fiscal impact on the County because all administrative costs associated with the oversight boards are the responsibility of the successor agencies.
