Adopt a resolution authorizing the County Manager or his designee to execute all necessary documentation to facilitate the donation of one surplus cargo van to the San Mateo County Health Foundation.

BACKGROUND:

The San Mateo County Health Foundation was founded in 1989 to promote the health and well-being of all county residents.  The Foundation accomplishes this primarily through supporting excellence and innovation in the San Mateo Medical Center and clinic system.  The Foundation, a registered 501(c)(3) organization, raises money through a number fundraising vehicles including an annual golf tournament and operates programs and efforts such as:

                     the Bundle of Joy program, which delivers, among other things, baby clothes and diapers to new families;

                     the Caring Hands in Health program, launched during the pandemic, that provides immediate assistance to patients in need with support such as groceries and baby care supplies; and

                     a one million dollar donation in support of the construction of new physical rehabilitation facilities at the Medical Center.

 

The Foundation desires to obtain a dedicated cargo van, which will help the Foundation expand its services, including specifically delivery of baby care bags and critical supplies to clients and the transportation of equipment and supplies needed for fundraising events.  The Foundation also plans to put branding and donation information on the exterior of the van to enhance the Foundation’s public outreach and recognition in the community.  The Foundation does not currently own a cargo van.

 

DISCUSSION:

The Department of Public Works has identified a surplus cargo van, a model year 2000 Ford E-150 valued at $1,894, no longer needed for any County purpose.  The Foundation has confirmed that this van would satisfy its need for a vehicle.  Upon transfer of the van, the Foundation will assume full legal and financial responsibility for the vehicle. 

 

County Counsel has reviewed and approved the resolution as to form. 

 

FISCAL IMPACT:

The value of the surplus van, $1,894, will be transferred from non-departmental reserves to the vehicle replacement fund, which would otherwise have received the proceeds of the sale of the surplus cargo van after auction.  There are sufficient funds in the Non-Departmental Services FY 2021-22 Adopted Budget to cover the value of the surplus van.
