BACKGROUND:

Measure K is the half-cent general sales tax initially approved by San Mateo County voters in November 2012 and extended in November 2016 for a total of thirty years.

 

On March 9, 2021, and March 23, 2021, the Board of Supervisors (Board) held study sessions on Measure K expenditures and anticipated revenue for fiscal years (FY) 2021-23. The Board-appointed Measure K sub-committee, consisting of Supervisor Pine and Supervisor Canepa, convened the study sessions to, among other things, work with staff to facilitate the Board’s development of Measure K priorities and continuing initiatives for FYs 2021-23. The Board approved $5 million in one-time loans or grants for the FY 2021-23 budget cycle, divided equally among the five supervisorial districts, for district-discretionary needs and projects. District 4 has submitted a request to use their district-discretionary Measure K funds as shown below and described in the Project Summary section of this memorandum:

This item is consistent with the criteria for district-discretionary Measure K funds approved by the Board in December 2018.

 

PROJECT SUMMARY:

This is a request to authorize a grant to Live In Peace and resulting grant agreement in an amount not to exceed $35,000 to allow the purchase of a van to be used to transport students to and from Live In Peace programs, allowing students access to programs offered. The County Manager’s Office will administer and manage the proposed agreement.

 

Live In Peace is a deeply-rooted, community-based non-profit whose mission is to empower East Palo Alto youth and young adults to reclaim the vision for their future.  For over 20 years, Live In Peace has connected young people to their talents, educational pathways, jobs and bright futures. Its five programs focus on youth and young adults that are not served by other programs and partners as well as those identified by their high schools as the most at-risk for dropping out. The organization is currently serving approximately 250 students.

 

The Live In Peace Junior Golf Program provides students access to the sport of golf through lessons, mentorship, and academic tutoring while teaching and instilling valuable life skills and values. The Junior Golf Program uses golf as a vehicle to help youth and young adults with their personal development and helps them understand the connection between their education and their future. The sport of golf instills patience, honesty, courtesy, respect, tools to deal with frustration - all of these characteristics are necessary for their students to reclaim the vision for their future.

 

Many of the students who participate in the Junior Golf Program do not have access to transportation. Live In Peace recognized that having a van would enable students to engage in this and other programs offered.

 

This request for $35,000 in Measure K district-discretionary funds will allow Live in Peace to purchase a van to be used to transport students to and from Live in Peace programs, allowing students access to programs offered.

The release of funds will be contingent on the execution of an agreement providing for the County’s confirmation of the expenditure of funds for the purposes stated herein. The County will disburse the funds to the following organization for the purposes described above:
