BACKGROUND:

San Mateo County has been using contracted security services since 1993. Previous agreements have been solicited and executed by the Sherriff’s Office. In March 2021, San Mateo County Procurement completed a Request for Proposals (RFP) for Security Services. Following the completion of the RFP process, County departments were authorized to negotiate individual agreements with the selected contractor to address their specific needs. Out of the ten vendors that submitted proposals, Execushield, Inc. was selected as the best qualified firm to provide these services to the County.

DISCUSSION:

San Mateo County Human Services Agency (HSA) has an ongoing need for security services at its regional offices and other locations. Execushield, Inc. will provide HSA with trained and competent staff who will provide a deterrent to threats and acts of violence against County visitors and staff, and report suspicious circumstances to the appropriate authorities.

County Counsel has reviewed and approved the resolution and agreement as to form.

The resolution contains the County’s standard provisions allowing amendment of the County fiscal obligations by a maximum of $25,000.

FISCAL IMPACT:

The proposed agreement with Execushield, Inc. will be for a three-year term commencing January 1, 2022 through October 10, 2024, with the option to extend for an additional period of two years through October 10, 2026. The three-year agreement is for an amount not to exceed $1,500,000. Funding for this contract is included in HSA’s FY 2021-22 budget and will be included in future budgets for the term of the contract.
