BACKGROUND:

The Department of Emergency Management (DEM) among other roles, disseminates emergency related information and coordinates response to disasters or emergencies that may occur in the County. DEM serves as the liaison to the 20 Cities and the County with respect to emergency related issues. For several years DEM has served as the local administrator for the Emergency Management Performance Grant, as well as the State Homeland Security Grant Program.

DISCUSSION:

The purpose of the FY 2021 Emergency Management Performance Grant Program and the American Rescue Plan Act is to support comprehensive emergency management and to encourage the improvement of mitigation, preparedness, response, and recovery capabilities for all hazards. The funding for the American Rescue Plan Act is new for FY 2021 and is additional funding in support of the EMGP grant.

Funds provided under the FY 2021 Emergency Management Performance Grant and the American Rescue Plan Act will allow DEM to support activities that contribute to the capability to prevent, prepare for, mitigate against, respond to, and recover from emergencies and disasters whether natural or manmade. In addition, the funding from the Emergency Management Grant will also be used to fund a Fire Liaison position to the Department of Emergency Management. The funding from the American Rescue Act Plan will be used to hire a CERT contractor for the unincorporated areas of the County and will support preparedness training for both the County and the cities.

The resolution has been reviewed and approved as to form by County Counsel.

FISCAL IMPACT:

The Appropriation Transfer Request will appropriate $346,964 in Emergency Management Grant funds in the amount of $281,141, which is a dollar-for-dollar in kind match. The match will come from the 50% contribution by the County Manager’s Office to the Emergency Services Council JPA budget. The American Rescue Plan Act funds in the amount of $65,823 is a dollar-for dollar in kind match. The match will come from the County Manager’s budget.
