A) Adopt a resolution authorizing the County Manager or his designee(s) to submit a grant application to the Governor's Office of Emergency Services for the FY 2021 Emergency Management Performance Grant in the amount of $281,141 and the American Rescue Plan Act in the amount of $65,823; and
B) Approve an Appropriation Transfer Request (ATR) in the amount of $346,964 to the Department of Emergency Management with $281,141 from the FY 2021 Emergency Management Performance Grant and $65,823 from the American Rescue Plan Act in order to support comprehensive emergency management within the County.

BACKGROUND:
The Department of Emergency Management (DEM) among other roles, disseminates emergency related information and coordinates response to disasters or emergencies that may occur in the County. DEM serves as the liaison to the 20 Cities and the County with respect to emergency related issues. For several years DEM has served as the local administrator for the Emergency Management Performance Grant, as well as the State Homeland Security Grant Program.
DISCUSSION:
The purpose of the FY 2021 Emergency Management Performance Grant Program and the American Rescue Plan Act is to support comprehensive emergency management and to encourage the improvement of mitigation, preparedness, response, and recovery capabilities for all hazards. The funding for the American Rescue Plan Act is new for FY 2021 and is additional funding in support of the EMGP grant.
