BACKGROUND:

Federal funds have been made available through the Centers for Disease Control and Prevention (CDC) to enhance the nation's public health emergency preparedness and response infrastructure. In collaboration with the local hospitals, San Mateo County Health (County Health) uses a portion of these funds to lease warehouse space for storage of emergency medical equipment and to act as the primary location to receive Strategic National Stockpile (SNS) assets for disaster response, mitigation, and recovery.

 

Since 2014, County Health has maintained this emergency medical stockpile in part to serve hospitals and local health care providers with a closely located source of material in emergency conditions and during local shortages.

 

Throughout the COVID-19 emergency response, the County Health warehouse has served as the primary location for receipt and storage of emergency medical materials and supplies managed by the San Mateo County Medical Health Operational Area Coordinator (MHOAC) program, supporting local healthcare providers and County departments providing essential services. Since February 2020, the MHOAC program has distributed more than 4.5 million pieces of personal protective equipment to local frontline organizations through the SMC Health warehouse, including 2.9 million surgical gloves, 1.1 million surgical gowns, 62,678 face shields and 291,894 N95 and KN95. 

 

DISCUSSION:

In August 2021, a Request for Proposals (RFP) was released for a new contractor to be a full-service storage, shipping and receiving provider capable of safeguarding and stockpiling emergency medical equipment and SNS assets. 31 vendors accessed the RFP documents and two vendors submitted proposals. Corovan Moving and Storage (Corovan) was selected to provide the services described.

 

The agreement and resolution have been reviewed and approved by County Counsel as to form.

 

The resolution contains the County’s standard provisions allowing further amendment of the County fiscal obligations by a maximum of $25,000 (in aggregate).

 

The SMC Health warehouse is the local strategic stockpile for emergencies and disaster. It is anticipated that Emergency Medical Services (EMS) Health Emergency Preparedness Unit will conduct one annual health emergency preparedness drill with the SMC Health warehouse, operated by the contractor, for operational readiness purposes.

FISCAL IMPACT:

The term of the agreement with Corovan is December 6, 2021, through December 5, 2024.The amount of the agreement is not to exceed $740,000 for the three-year term.

 

The services under this agreement are funded by the CDC Cities Readiness Initiative and Epidemiology and Laboratory Capacity Funding grants, and contributions from the pharmaceutical stockpile participating hospitals.

 

Funds in the amount of $178,132.52 are included in the EMS FY 2021-22 Adopted Budget. Similar arrangements will be made for future fiscal years.

 

There is no Net County Cost associated with the approval of this agreement.
