A) Adopt a resolution:
1. Authorizing an amendment to the agreement with Mental Health Association of San Mateo County for case management services, increasing the amount by $750,000 to an amount not to exceed $3,586,381 and extending the term of the agreement through June 30, 2022; and
B) Approving an Appropriation Transfer Request (ATR) in the amount of $750,000 in Epidemiology, Laboratory Capacity Expansion funds to cover this amendment.

BACKGROUND:
Mental Health Association of San Mateo County (MHA) is a highly experienced non-profit provider of health services that has worked to enrich the lives of County residents for over 60 years by providing shelter, support, and opportunities to populations in need. The services provided as part of this agreement consist of case management to individuals identified by Public Health, Policy and Planning (PHPP) in order to reduce barriers to successful isolation and quarantine for COVID-19 cases and contacts. The population includes individuals who may successfully isolate or quarantine in their own homes if certain barriers are removed.
In response to the COVID-19 Local Emergency, the County of San Mateo's Emergency Operations Center was asked to assist in the County's response. Pursuant to Section 2.83.040 of the County Ordinance Code, on August 10, 2020, the Director of Emergency Services entered into an agreement with MHA for case management services and assistance with eliminating barriers for individuals who are required to self-isolate or quarantine due to COVID-19, for an amount not to exceed $489,183.
