BACKGROUND:

Mental Health Association of San Mateo County (MHA) is a highly experienced non-profit provider of health services that has worked to enrich the lives of County residents for over 60 years by providing shelter, support, and opportunities to populations in need. The services provided as part of this agreement consist of case management to individuals identified by Public Health, Policy and Planning (PHPP) in order to reduce barriers to successful isolation and quarantine for COVID-19 cases and contacts. The population includes individuals who may successfully isolate or quarantine in their own homes if certain barriers are removed.

 

In response to the COVID-19 Local Emergency, the County of San Mateo’s Emergency Operations Center was asked to assist in the County’s response. Pursuant to Section 2.83.040 of the County Ordinance Code, on August 10, 2020, the Director of Emergency Services entered into an agreement with MHA for case management services and assistance with eliminating barriers for individuals who are required to self-isolate or quarantine due to COVID-19, for an amount not to exceed $489,183.

 

On September 15, 2020 the parties amended the agreement to extend the term through December 31, 2020 and increase the contract amount by $383,139 to an amount not to exceed $872,322.

 

On December 8, 2020 the parties amended the agreement to increase the total amount not to exceed to $2,836,381, amend the scope of services, and extend the term through June 30, 2021.

 

On July 8, 2021, the parties amended the agreement to amend the scope of services and extend the term through December 31, 2021.

 

DISCUSSION:

MHA services have significantly contributed to the successful isolation and quarantine of individuals during the COVID-19 Local Emergency.  From October 1, 2020 to June 30, 2021, MHA screened a total of 4,945 households referred by PHPP.  Out of the households screened, 2,225 households were eligible and accepted services.  The remaining households either declined services, were unreachable or were ineligible.  The average size of referred households is four individuals, making the approximate reach 8,900 individuals.

 

Due to the ongoing COVID-19 Local Emergency, the County has a continuing need for the support services provided by MHA.  This amendment represents the potential maximum costs incurred; actual costs may be less depending on COVID-19 trends and program planning.

 

It is now necessary to amend the agreement to increase the maximum amount by $750,000 to an amount not to exceed $3,586,381 and extend the term through June 30, 2022.

 

The resolution contains the County’s standard provisions allowing amendment of the County’s fiscal obligations by a maximum of $25,000 (in aggregate).

 

The amendment and resolution have been reviewed and approved by County Counsel as to form.

 

It is anticipated that 80% of households referred from PHPP to MHA will be contacted within three days of referral.

FISCAL IMPACT:

The term of the amended agreement is August 10, 2020 through June 30, 2022. This amendment increases the contract amount by $750,000 to an amount not to exceed to $3,586,381 for the 23-month term. Funding for the period of January 1, 2021 through June 30, 2022 is provided through the Epidemiology and Laboratory Capacity Expansion grant provided by California Department of Public Health. Funds in the amount of $750,000 will be included in the PHPP FY 2021-22 Adopted Budget via the attached Appropriation Transfer Request, resulting in a total of $1,600,000 budgeted for this contract included in the PHPP FY 2021-22 Adopted Budget.

 

There is no Net County Cost associated with this amendment.
