Measure K:  Adopt a resolution authorizing agreements with the following school districts and preschool programs for the purposes of operating The Big Lift early learning initiative to reduce learning loss, increase kindergarten readiness, and grow third grade reading proficiency in San Mateo County:

 

A)                     City of South San Francisco for the term July 1, 2021 through June 30, 2023 in an amount not to exceed $440,000; and

 

B)                     Coastside Children’s Program for the term July 1, 2021 through June 30, 2023 in an amount not to exceed $400,000; and

 

C)                     Institute for Human and Social Development, Inc., for the term July 1, 2021 through June 30, 2023 in an amount not to exceed $1,390,000; and

 

D)                     Jefferson Elementary School District for the term July 1, 2021 through June 30, 2023 in an amount not to exceed $2,111,876; and

 

E)                     La Honda-Pescadero Unified School District for the term May 1, 2021 through June 30, 2023 in an amount not to exceed $524,280; and

 

F)                     Peninsula Family Service for the term July 1, 2021 through June 30, 2023 in an amount not to exceed $740,000; and

 

G)                     Ravenswood City School District for the term May 1, 2021 through June 30, 2023 in an amount not to exceed $262,827; and

 

H)                     Redwood City School District for the term May 1, 2021 through June 30, 2023 in an amount not to exceed $1,050,590; and

 

I)                     San Bruno Park School District for the term May 1, 2021 through June 30, 2023 in an amount not to exceed $674,102; and

 

J)                     Cabrillo Unified School District for the term May 1, 2021 through June 30, 2023 in an amount not to exceed $536,666; and

 

K)                     City of Menlo Park for the term of July 1, 2021 through June 30, 2023 in an amount not to exceed $350,000; and

BACKGROUND:

In 2012, the Peninsula Partnership Leadership Council (PPLC) - a coalition of government, education, nonprofit, foundation, and business leaders in San Mateo County - launched “The Big Lift” to significantly improve children’s third grade reading proficiency through strategic, thoughtful, evidence-based investments in early learning and education.  The Big Lift is a collective impact collaborative led by three agencies - Silicon Valley Community Foundation (SVCF), the San Mateo County Office of Education (COE), and the County of San Mateo (County).

 

The Big Lift focuses on seven San Mateo County communities where third grade reading proficiency scores are close to or below the County average. Communities are defined by school district boundaries and include the following school districts: Cabrillo Unified, Jefferson Elementary, South San Francisco Unified, San Bruno Park Elementary, La Honda-Pescadero Unified, Redwood City, and Ravenswood City.

The Big Lift is based on evidence-based interventions including:

1.                     A comprehensive school readiness strategy focused on high-quality preschool for 3 and 4-year olds that leads to an aligned and sequenced set of high-quality learning experiences in kindergarten through third grade; and

2.                     A focus on reducing chronic absence in the early grades; and

3.                     Developing inspiring summer learning opportunities that enable children to maintain their academic and developmental gains; and

4.                     Supporting parents and caregivers as children’s first and most influential teachers to provide rich learning environments in the home.

 

DISCUSSION:

As part of The Big Lift, participating school districts and preschools agree to work toward the following six goal areas:

 

1.                     The Big Lift activities are aligned from preschool through third grade, and the community is making steady progress towards third grade reading proficiency for all children

2.                     Children are prepared for kindergarten with the social-emotional, academic, linguistic and physical foundations they need to be successful

3.                     Families understand the importance of and prioritize attendance in preschool and early elementary school

4.                     Participating children maintain or improve reading proficiency over the summer and are engaged in inspiring learning experiences

5.                     Families have the tools and information they need to promote literacy at home, support and advocate for their children’s well-being and academic success

6.                     Evaluation efforts demonstrate the effectiveness of The Big Lift approach and interventions.  Child-level assessments inform curriculum and program development and identify each child’s unique needs.

 

The County Manager’s Office has been delayed in bringing these agreements to the Board for approval due to transitioning the administration and management of The Big Lift contracts from the Silicon Valley Community Foundation into the County.

FISCAL IMPACT:

The total combined amount of the twelve agreements is $10,504,878 all of which is Measure K funded.  Measure K funding for these agreements has been included in the County Manager’s Office FY 2021-22 Adopted and FY 2022-23 Approved Recommended budgets. There is no Net County Cost associated with these agreements.
