BACKGROUND:
On November 13, 2018, this Board adopted Resolution No. 076279(a-o), which authorized agreements with BKF Engineers, CSG Consultants, Inc., Freyer & Laureta, Inc., Horizon Water and Environment, LLC, Water Works Engineers, LLC, Woodard & Curran and other consulting firms for On-Call Engineering and Professional Services for various not-to-exceed amounts ranging from $500,000 to $1,500,000 for a period of three years through November 12, 2021, and authorized the Department of Public Works (Department) to have the option to extend the agreement term for two (2) additional years.
On January 5, 2021, this Board adopted Resolution No. 077931, which authorized an amendment to the on-call agreement with CSG Consultants, Inc. to increase the not-to-exceed amount by $500,000 to $1,000,000.
As authorized by this Board, the Department on October 21, 2021, executed amendment to agreements extending the expiration date of the agreements to November 12, 2023.
DISCUSSION:
BKF Engineers, CSG Consultants, Inc., Freyer & Laureta, Inc., Horizon Water and Environment, LLC, Water Works Engineers, LLC, and Woodard & Curran have been providing water system study and design, sanitary and storm sewer system hydraulic modeling and analysis, sewer system condition assessment, environmental permitting support, habitat mitigation and restoration monitoring, and construction management services. The work authorized by the Department to date has been for amounts less than the not-to-exceed amount of the Agreements.
The Department anticipates additional consultant services will be needed to implement capital improvement projects for the various County-maintained special districts and infrastructure. The work will include sanitary and storm sewer system capacity study and engineering design, water system feasibility study and design, hydraulic model updates, construction management services, environmental permitting support, habitat mitigation and restoration monitoring, and green infrastructure design.
The consultant firm of Woodard & Curran has extensive expertise in sanitary sewer system master planning, condition assessments, and is familiar with the County-maintained sewer and sanitation districts. The Department intends to utilize Woodard & Curran to perform sanitary sewer system condition assessments for the Crystal Springs County Sanitation District and the Fair Oaks Sewer Maintenance District during the term of the Agreement, which could cost over $1,500,000.
The anticipated services cannot be completed within the current not-to-exceed amount of the Agreements. The Department is recommending increasing the not-to-exceed amount of the Agreements by an amount ranging from $500,000 to $2,000,000 for the aforementioned firms, as outlined by Exhibit “A” (attached).
County Counsel has reviewed and approved the resolution and amendments as to form.
FISCAL IMPACT:
The Amendments will increase the not-to-exceed amount of the Agreements as outlined in Exhibit “A”. Funds to pay for the assigned work are anticipated to be from the budgets associated with County-maintained special districts (water, street lighting, and sewer/sanitation), the Solid Waste Fund for landfill monitoring and maintenance, and the Road Fund for environmental permitting for roadway projects. Other work and budgets approved by this Board that support special district projects may also utilize these Agreements.
There is no impact to the General Fund.
