BACKGROUND:
Youth Leadership Institute (YLI) has provided county-wide Friday Night Live (FNL) coordination, training and technical assistance on youth development and environmental prevention efforts for San Mateo County for over 10 years. YLI develops and supports FNL chapters and youth-led environmental change projects throughout San Mateo County. YLI has over 20 years’ experience coordinating community-based programs for young people and adult allies in Marin County, City and County of San Francisco, Fresno County, City of Long Beach, Eastern Coachella Valley, Merced County, and San Mateo County. YLI builds capacity though youth-adult partnerships to support the successful development of county-wide and community-based substance use prevention efforts.
DISCUSSION:
Through this agreement YLI shall: 1) serve as the lead agency for substance use disorder prevention services through its FNL program in the Half Moon Bay region of the County; 2) assess the knowledge of County residents, provide education on the impacts of opioids and cannabis/vaping, and engage the community to determine effective ways to limit access and exposure to opioids; 3) serve as the lead agency for smoke-free multi-unit housing efforts in San Mateo County; 4) assess the experience of County residents related to secondhand smoke, provide education on the impacts of tobacco products, and engage youth/young adults on effective ways to limit access and/or exposure to tobacco products; and 5) serve as the co-chair to the Half Moon Bay coastal region of San Mateo County.
Effective July 1, 2016, the Chronic Disease and Injury Prevention Unit (renamed to Community Health Promotion Unit) of Family Health Services merged with Behavioral Health and Recovery Services (BHRS). Through this merger, BHRS worked to create a community assessment and strategic planning process, to better utilize funding through coordinated plans and enhance prevention outcomes through the community-based partnership. Due to the COVID-19 pandemic, Community Health Promotion Unit staff were reassigned to COVID-19 response. Therefore, BHRS is requesting that your Board waive the Request for Proposals (RFP) process for substance use disorder prevention services for one year. In early 2022, BHRS will release an RFP for substance use disorder prevention services to start on July 1, 2022.
The contract renewal contains the County’s standard provision allowing amendment of the County’s fiscal obligations by a maximum of $25,000 (in aggregate).
The agreement and resolution have been reviewed and approved by County Counsel as to form. This agreement has been delayed due to prolonged contract negotiations and is on the Continuing Resolution.
It is anticipated that 90% of participants in San Mateo County’s Substance Use Disorder Prevention - FNL program will rate their experience as “agree” or “strongly agree” for all five FNL Youth Development Standards of Practice.

FISCAL IMPACT:
The term of the agreement is July 1, 2021 through June 30, 2022. The amount of the agreement is not to exceed $562,267 for the one-year term and has been included in the BHRS FY 2021-22 Adopted Budget. Of that amount, $209,629 will be funded by the Substance Abuse Prevention and Treatment Grant, $310,000 will be funded by Mental Health Services Act, $26,838 is funded by Proposition 99/56, and $15,800 is funded by Master Settlement Agreement.
