BACKGROUND:
County Health selected Allied Transportation Services LLC, Capital Transit, and Serra Medical Transportation Inc. to provide paratransit services after a Request for Proposals (RFP) released in November 2020, consistent with County of San Mateo Administrative Memorandum B-1. Paratransit services are necessary for County Health clients to travel to court, care facilities, and medical appointments. These services are provided to clients and patients of Aging and Adult Services, Behavioral Health and Recovery Services, Family Health Services, Correctional Health Services, and San Mateo Medical Center who do not have their own form of transportation.
DISCUSSION:
County Health received four responses to its RFP for paratransit services and the evaluation committee recommended that contracts be awarded to Allied Transportation Services LLC, Capital Transit, and Serra Medical Transportation Inc. The proposals from all three companies are “responsive” and “responsible,” as defined in Administrative Memorandum B-1. Contracts in an amount not to exceed $200,000 were signed with each of the vendors for the 2021 calendar year and County Health now seeks to extend the term and increase the amount of the agreements.
These amendments will allow County Health clients to continue receiving essential transportation services. Clients travel primarily to court and medical appointments from board and care facilities, private residences, acute care psychiatric facilities, hospitals, and skilled nursing facilities.
The amendments increase the maximum payable by $300,000 to an amount not to exceed $500,000 for each of the three agreements, raising the total maximum to an aggregate amount not to exceed $1,500,000 for all three providers during a revised contract term of January 1, 2021 to December 31, 2023. The prevailing rates are consistent with the rates in County Health’s current paratransit contract.
The resolution contains the County’s standard provisions allowing amendment of the County’s fiscal obligations by maximum of $25,000 (in aggregate).
The agreement and resolution have been reviewed and approved by County Counsel as to form.
It is anticipated that Allied Transportations LLC, Capital Transit, and Serra Medical Transportation, Inc. will be available to provide transportation services to court hearings, evaluations, trials, and medical appointments 100% of the time when requested to do so.

FISCAL IMPACT:
The term of the amended agreements is January 1, 2021 through December 31, 2023. The amount of the amended amendments is not to exceed $1,500,000 for the two-year term. Funds are included in the County Health FY 2021-22 Adopted Budget. Similar arrangements will be made for future budget years.
