RECOMMENDATION:

Adopt a resolution authorizing:
A) A Memorandum of Agreement with the Federal Aviation Administration for ongoing operation and maintenance of navigation equipment located at the Half Moon Bay Airport; and
B) The Director of Public Works, or their designee, to execute notices, options, and documents associated with this Memorandum of Agreement and non-substantice additions, clarifications and amendments to this Memorandum of Agreement after consultation with County Counsel.

BACKGROUND:
On November 7, 2000, the County executed Lease No. DTFA08-00-L-20378 with the United States of America Department of Transportation Federal Aviation Administration (FAA) for the construction, maintenance, and operation of FAA owned navigation equipment located at the Half Moon Bay Airport. Lease No. DTFA08-00-L-20378 expired on September 30, 2020. The attached Memorandum of Agreement (MOA) 690EG4-20-L-00080, commencing on January 1, 2021 and continuing through September 30, 2040, supersedes the previous lease and all other previous agreements for the property described in the attached MOA.
DISCUSSION:
The Half Moon Bay Airport requires FAA navigation equipment in order to operate safely and efficiently, and the FAA requires navigation, communication, and weather equipment at the Half Moon Bay Airport to support Air Traffic Operations. Therefore, it is mutually beneficial to allow the FAA to construct, operate, and maintain FAA owned navigation, communication, and weather equipment at the Half Moon Bay Airport.
