BACKGROUND:

The Cultural Arts and Wellness Social Enterprise Cafe for Filipino/a/x Youth (Social Enterprise Cafe) is a State of California Mental Health Oversight and Accountability Commission approved Mental Health Services Act (MHSA) innovation pilot project to develop a social enterprise business model focused on providing holistic, culturally responsive behavioral health services and linkages to at-risk transitional age youth (16-24 years) in the northern region of San Mateo County, including the cities of South San Francisco, Daly City and Colma. The Social Enterprise Cafe will serve as a culturally affirming space for Filipino/a/x youth and the community, strengthening cultural identity as a protective factor against negative behavioral health outcomes.

 

On December 2020, Behavioral Health and Recovery Services (BHRS) released a Request for Proposals seeking an agency for the social enterprise. On February 26, 2021, Daly City Peninsula Partnership Collaborative was selected to provide these services.

 

DISCUSSION:

The Social Enterprise Cafe project was proposed by the Filipino Mental Health Initiative and informed by a needs assessment of northern San Mateo County youth and community. The project includes the development of a social enterprise business model, which advances a social mission and has proven to be a more sustainable approach when it comes to stable and diversified funding streams for community-oriented social services. It will be profit generating through the sale of goods, with a goal of providing financial sustainability for the programming. The Social Enterprise Cafe's primary goal is to decrease depression and suicidal ideation attributed to cultural identity formation amongst Filipino/a/x youth.

 

The Social Enterprise Cafe is prevention and focused on social determinants of negative behavioral health outcomes. Annually, the Social Enterprise Cafe will aim to connect 300 youth to services as needed, 150 of which will specifically receive behavioral health services. Project outcomes include: 90% of participants will develop cultural pride and a sense of belonging as a protective factor against behavioral health outcomes; 90% of participants will develop leadership and other skills including but not limited to: advocacy and financial literacy; 90% of participants will have improved mental health (suicide ideation, anxiety, depression), as determined by pre/post screening; and at least 50% of the annual budget will be sustained by the Social Enterprise Cafe.

 

The resolution contains the County’s standard provision allowing amendment of the County’s fiscal obligations by a maximum of $25,000 (in aggregate).

 

The agreement and resolution have been reviewed and approved by County Counsel as to form. This agreement is late due to prolonged contract negotiations and is on the Continuing Resolution.

 

BHRS provides a range of services to promote wellness and recovery and to support clients remaining in the lowest possible level of care. It is anticipated that 150 youth will be served and linked to short-term behavioral health services (e.g. case management, support group, etc.).

FISCAL IMPACT:

The term of the agreement is October 1, 2021 through June 30, 2024. The amount of the agreement is not to exceed $1,670,224 for the three-year term and $557,825 is included in the BHRS FY 2021-22 Adopted Budget. Of that amount, 100% will be funded by the MHSA innovation component. Similar arrangements will be in place for subsequent years.
