A)                     Reappointment of Rea Anne Arcangel as American Heart Association / American Stroke Association representative for a first full-term ending March 31, 2025.

 

B)                     Appointment of David Norris as representative of the San Mateo County Police Chiefs for an initial partial term ending March 31, 2024; and

 

C)                     Appointment of Robert (Rob) Lindner as representative of the San Mateo County Fire Chiefs for an initial partial term ending March 31, 2025; and

 

D)                     Appointment of Stephen (Charlie) Skourtis representing San Mateo County Field Care EMT-Paramedic / Paramedic Supervisor for an initial partial term ending March 31, 2025; and

 

E)                     Appointment of Jo Caffaro as representative of San Mateo County receiving hospitals (categorical member).

BACKGROUND:

The Emergency Medical Care Committee (EMCC) is responsible for reviewing and reporting its observations and recommendations to the San Mateo County Board of Supervisors and local Emergency Medical Services Agency (EMS Agency) regarding the emergency medical services system. The Committee monitors and presents recommendations to improve emergency medical care in San Mateo County.

 

The EMCC consists of 20 members appointed by the Board, for terms of four years, for up to three consecutive terms. Among EMCC’s 20 members, it must have, among other requirements: (a) one representative of the American Heart Association, local chapter thereof (AHA); (b) one representative of the San Mateo County Police Chief's Association (Police Chiefs); (c) two fire service representatives, at least one of whom is a representative of the San Mateo County Fire Chiefs Association (Fire Chiefs); (d) one licensed and accredited San Mateo County EMT-Paramedic, who shall be employed as a field care EMT-paramedic or paramedic supervisor by the county-wide exclusive emergency ambulance contractor (Paramedic); and (e) one executive leader or designee of the Hospital Council San Mateo Section, a categorical member representing San Mateo County receiving hospitals (Hospital Administration).

 

DISCUSSION:

Rea Anne Arcangel has served on the EMCC since 2020 as the American Heart Association / American Stroke Association representative. Ms. Arcangel brings to the EMCC over 20 years of experience in healthcare administration, precision medicine, health technology and innovation, and quality improvement.

 

David Norris serves as Police Chief for the City Menlo Park. Chief Norris brings to the EMCC more than 28 years of experience in law enforcement in San Mateo County. In his tenure Chief Norris has made significant contributions in the areas of youth services, community engagement, Law Enforcement of Code of Ethics and health and safety for first responders and the broader community. Upon approval of this appointment, Chief Norris will be serving on the EMCC representing Police Chiefs to serve the remainder of the term ending March 31, 2024, formerly held by Paul Kunkel.

 

Rob Lindner serves as Fire Chief for Woodside Fire Protection District. Chief Lindner brings to the EMCC more than 30 years of experience serving San Mateo County residents as a firefighter/paramedic, fire Captain/paramedic, Battalion Chief, Deputy Chief and now Chief. Upon approval of this appointment, Chief Lindner will be serving on the EMCC representing Fire Chiefs, formerly held by Ron Myers.

 

Charlie Skourtis is a dedicated emergency medical services professional with more than 13 years serving San Mateo County as an emergency medical technician (EMT) and paramedic. Mr. Skourtis currently serves as a Field Supervisor with American Medical Response (AMR), and as a Tactical Medic, and member of the San Mateo County Disaster Response Team. Upon approval of this appointment, Mr. Skourtis will be serving on the EMCC representing Paramedics, formerly held by Tim Bateman.

 

The Hospital Council is the local advocacy association for hospitals and health systems throughout California. Ms. Coffaro has served as Hospital Council Regional Vice President for Northern and Central California for 11 years, representing hospitals in the counties of San Mateo, Santa Cruz, Monterey, San Benito, and Santa Clara. Ms. Coffaro brings to the EMCC more than 20 years of experience in government relations and health advocacy. Upon approval of this appointment, Jo Caffaro will be serving on the EMCC representing Hospital Administration, formerly held by Francine Serafin-Dickson of the Hospital Consortium of San Mateo (Hospital Consortium). The Hospital Consortium has dissolved, and the Hospital Council replaces it as representative of hospitals in San Mateo County.
