BACKGROUND/DISCUSSION:

On September 28, 2021, your Board approved an ordinance amendment designating Public Safety Communications as a separate department. This change becomes effective on October 28, 2021.

 

The County has conducted an extensive recruitment for the position of Director of Public Safety Communications.  Natasha Claire-Espino has been nominated by the County Manager as the best candidate for this position based on 26 years of experience with the County, including serving as interim Director.  Ms. Claire-Espino’s extensive technical experience and understanding of PSC’s operational needs will greatly benefit the organization. Ms. Claire-Espino holds a bachelor’s degree in emergency management and is currently pursuing her master’s in public administration with a focus on organizational management.

 

The Charter requires the Board of Supervisors to confirm appointments of department heads nominated by the County Manager.  Ms. Claire-Espino’s appointment becomes effective on October 31, 2021, which is the beginning of the pay period following the creation of the department.

 

FISCAL IMPACT:

Ms. Claire-Espino will start at the Director of Public Safety Communications Step D level.  The compensation and benefits for this position are set forth in the County’s Resolution establishing the salary and benefits for the unrepresented Management Employees of the County approved by this Board in January of 2019.
