BACKGROUND:

The County Manager’s Office and the Sheriff’s Office issued a joint Request for Proposal (RFP) for programs and services for the County’s justice-involved population. The joint RFP reflects the County’s commitment to linking in-custody programs and services to out-of-custody service continuation. Men and women who engage in programs while incarcerated can transition to similar programs upon reentry and community supervision.

 

The RFP reflects the main strategies found in the Community Corrections Partnership (CCP) Local Implementation Plan (LIP) adopted by this Board in 2012 and revised in 2020. With the strategies identified for service, the County Manager’s Office coordinated and facilitated the Criminal Justice Population LEAN process in 2016-17. The Sheriff’s Office, Correctional Health, Probation, and Service Connect (HSA/BHRS) collaborated to develop a service delivery system that provides a continuum of care from arrest through reentry.

 

Public Safety Realignment funds support the programs and services provided by the Sheriff’s Office and the County Manager’s Office via the CCP Competitive Grant. By working together on the RFP process, the departments eliminate possible duplication of service and continue coordination of efforts to serve the public.

 

DISCUSSION:

The Enneagram Prison Project

The Enneagram Prison Project (EPP) will teach inmates the Enneagram system, including all nine personality styles. EPP will teach inmates to identify, observe, and self-regulate their behavioral and emotional patterns, thereby increasing their ability to make conscious, positive changes and choices during their incarceration and upon release.

 

The County has contracted with EPP for in-custody services since 2015. This is the first year the County will contract with EPP for out-of-custody services.

JobTrain

JobTrain will offer vocational programs and teach workforce readiness to inmates in the County’s adult correctional facilities. JobTrain will provide Work Readiness, Success Coaching, ServSafe Certification, Culinary Arts and Hospitality, and a Construction Pre-Apprenticeship Program, thereby helping inmates to develop marketable skills and to prepare to enter the workforce upon release. In addition, JobTrain will provide ex-offenders with multiple career pathways in the out-of-custody setting, including partnering with Community Legal Services East Palo Alto, to assist them in obtaining employment and avoid recidivism.

 

The County has contracted with JobTrain for in- and out-of-custody services since 2015.  JobTrain continues to be successful in preparing inmates and ex-offenders for reentry into the community through employment.

* Due to COVID-19, the average daily population in the jail has decreased. Therefore, the projected number of individuals enrolled in a vocational training program will be lower in FY 2021-22 since there will be fewer inmates released into the community.

 

Service League of San Mateo County

Service League of San Mateo County (Service League) has provided direct services to inmates, such as jail programming, jail orientation, counseling, referrals, jury trial clothing, childcare, Spanish language services, and various denominational chaplaincy services to inmates since 1989 and the service League will continue to provide such services.  In addition, Service League will provide post-release services, such as travel fare and food support, and Sober Living/Transitional Housing services. The County has contracted with Service League to provide out-of-custody services since 2017.  They continue to be an integral part of the County’s efforts to reduce recidivism for justice-involved individuals.

Project READ

Project READ, a volunteer-based program serving adults, children and families, will provide services to ex-offenders who are out-of-custody and who are referred by the County’s Service Connect program for literacy services. 

 

The County has contracted with Project READ for in- and out-of-custody services since 2017. Through its experience with services provided by Project READ, the County has determined that out-of-custody services through the community reach more individuals and has a greater impact on the justice-involved population.  This agreement is for out-of-custody services only.  Individuals needing in-custody services will be served through other programs.

Peninsula Conflict Resolution Center

The Peninsula Conflict Resolution Center (PCRC) will teach Conflict Transformation and Anger Management to inmates in the County’s adult correctional facilities.  The program will consist of 10 modules focusing on understanding conflict styles, de-escalating and diffusing anger, effective listening, and other topics, thereby increasing inmates’ ability to make conscious, positive changes and choices during their incarceration and upon release.  The County has contracted with PCRC for these services since 2017.

FISCAL IMPACT:

Funding for these five contracts are fully funded through the CCP Competitive grant Program.  The total amount for in-custody services is $1,254,660 and is included in the Sheriff’s Office FY 2021-22 Approved Recommended Budget.  The total amount for out-of-custody services is $713,135 and is included in the County Manager’s Office FY 2021-22 Approved Recommended Budget.  There is no Net County Cost associated with these agreements.
