BACKGROUND:

Public Safety Communications (PSC) has provided the Town of Portola Valley (the Town) with full-time law enforcement communications services for many years. The most recent Agreement expired on June 30, 2021, and both parties wish to continue services. This Agreement, with a five-year term, will ensure effective and efficient services will continue uninterrupted.

 

DISCUSSION:

Under this Agreement, PSC will provide communications and dispatch services and supervisory personnel to oversee shift operations 24 hours a day, seven days a week. As staffing allows, PSC personnel will participate in community public education, neighborhood meetings, crime prevention campaigns, and ride-alongs with police officers. Administrative support in the form of management overhead, public safety systems oversight, and maintenance and pro rata share of service and supplies are also included.

 

County Counsel has reviewed and approved the Agreement and Resolution as to form. The Town Council of Portola Valley approved the Agreement at their August 11, 2021 meeting.

FISCAL IMPACT:

Under this Agreement, the annual total fee for FY 2021/22 is 3% over the FY 2020/21 rate. FY 2023/24 carries an increase of 4%, then the remaining term carries 3% annual increases to account for labor cost increases to COUNTY. The total for this Agreement for the five-year term is $363,789 for services beginning July 1, 2021 and ending on June 30, 2026. There is no Net County Cost associated with this Agreement.
