BACKGROUND:

Data from 2013-2015 show that forty percent of three-year olds in the San Mateo County Head Start program had untreated dental decay. Children of color had higher levels of decay than other children in their cohort. Many pregnant women and elderly lacked dental resources and services. The most affected regions of the County were: Daly City and Brisbane; central San Mateo; East Palo Alto, Redwood City and East Menlo Park; and the coastal areas of Half Moon Bay, El Granada, and Miramar.

 

To address these issues, the San Mateo County Oral Health Coalition began to work with consultants to develop a local needs assessment and strategic plan starting in FY 2015-16. The San Mateo County Oral Health Strategic Plan of 2017-2020, which included an amendment to also include 2021, has five main objectives: 1) to increase access to dental services and oral health education for children and pregnant women; 2) to increase access to dental services and oral health education for adults; 3) to build oral health provider capacity; 4) to increase awareness of the importance of oral health; and 5) to establish an oral health infrastructure and oral health surveillance system.

 

Funding for the Oral Health Program (OHP), made available through the California Healthcare, Research and Prevention Tobacco Tax Act of 2016 (Prop 56), is to be used for public health services. The activities may include convening, coordinating, and collaborating to support planning, disease prevention, surveillance, education, and linkage to treatment programs.

 

On December 12, 2017, your Board approved an agreement with the California Department of Public Health to provide funding in support of the OHP, for the term January 1, 2018 through June 30, 2022, in an amount not to exceed $1,156,660.

 

On August 6, 2019, your Board approved an amendment to upgrade the dental assessment into a scannable and machine-readable form and increase the amount of the agreement by $38,230 to an amount not to exceed $1,194,890.

 

DISCUSSION:

This year the OHP applied for and received additional funding in the amount of $61,549. This funding will be used to enhance the following services:

                     partnering with local Federally Qualified Health Centers to deliver oral health education, screenings, fluoride varnish, and sealants to children at elementary schools;

                     networking and identifying school programs to expand services; and

                     providing preventative dental services and sealant placement starting Fall 2021.

 

The Board is being asked to authorize the Chief of San Mateo County Health or her designee to execute subsequent amendments which do not exceed an aggregate of $25,000.

 

The resolution has been reviewed and approved by County Counsel as to form.

 

In FY 2020-21, 50 children were linked to oral health treatment; it is anticipated that 65 children will be linked in the coming year.

FISCAL IMPACT:

The term of the agreement is January 1, 2018 through June 30, 2022. The amount of the agreement is not to exceed $1,256,439 for the 54-month-term. Funds in the amount of $281,332 have been included in the Family Health Services FY 2021-22 Adopted Budget. Similar arrangements will be made for future years. Since the County is receiving this funding, there is no Net County Cost.
