Adopt a resolution authorizing the Controller to continue payment on certain County Health contracts from July 1, 2021 through December 31, 2021.

BACKGROUND:
San Mateo County Health is currently renegotiating several contracts for services that expired on or before June 30, 2021. On June 29, 2021, your Board approved a resolution that allowed continuation of payments on selected contracts through September 30, 2021. While negotiations of most of the contracts covered by the June 29, 2021 resolution have been completed, County Health has several contracts for services that the department continues to negotiate. Negotiations on these contracts listed in Attachment A of the resolution will be completed and submitted to the Board by December 31, 2021.
DISCUSSION:
To ensure continued provision of the contracted services from July 1, 2021 and December 31, 2021, County Health requests that the Board of Supervisors authorize the Controller to continue to make payments under the contracts listed on Attachment A to this resolution at the current contracted rates through December 31, 2021. This resolution allows timely payments to contractors who provide necessary services and will allow County Health time needed to complete negotiations for new or extended contracts. For the agreements subject to this resolution, all the terms and conditions of each agreement, including with respect to payment rates, shall remain in effect during the time period authorized by this resolution.
The contracts from Behavioral Health and Recovery Services in Attachment A typically include a monthly advanced payment for the fixed flat rate of the portion of the provider’s contract that is paid out in one-twelfth increments of the annual rate. The resolution would authorize the Controller to make these regular monthly payments beyond June 30, 2021. We expect to bring new agreements or extensions to the Board by December 31, 2021.
The contracts from San Mateo Medical Center in Attachment A are agreements for services that are currently in negotiations, and extensions or new agreements for these contracts are expected to be executed by December 31, 2021.
The resolution has been reviewed and approved by County Counsel as to form.
FISCAL IMPACT:
Funds for the annual costs of these contracts have been included in County Health FY 2021-22 Approved Budget.
